365-5451 Request for A/E Services to correct electrical deficiencies
to Building #7 from 5 KVA Transformer to the Main Switchboard in
basement at VA Pittsburgh Healthcare System, 7180 Highland Drive,
Pittsburgh, PA 15206. A/E will design the project work to meet all
regulations and requirements and shall include investigation services
and preparation of working drawings and specification for a 50%
increase of electrical service. Scope of work: A/E will design project
work to meet VA and NEC Electrical requirements and shall investigate
and inspect the existing service to update and improve electrical
service to Building #7. A/E will design and prepare working drawings
and specifications, site visits, construction cost estimates and
provide construction period service as owner's technical representative
and reproduction of construction contract documents. A/E shall provide
a competent design and construction period services utilizing those
adequately knowledgeable of the various subordinate design disciplines
including but not limited to the engineering of electrical,
mechanical, and special systems as required by the project program.
Compliance to all known applicable codes will be reflected in the
complete design and construction documents. VA, State and Local
Regulations, NEC and OSHA Standards will all be referred to in contract
documents. A/E will examine existing conditions and propose changes and
design the alterations necessary to update the Electrical service to
Building #7 including new switchboard for a 50% increase of electrical
power. A/E will have access to station drawings and records to help
determine the existing conditions. A/E will prepare drawings and
specifications reflecting the complete upgrading of the Building #7
electrical service. Drawings shall be 1/8" scale plan and shall provide
the following information: (A) Show exact locations of existing
conditions and loading and limits of construction areas. (B) Provide
detail sections, notes and any other information necessary for complete
bid documents. (C) Prepare project specifications by editing and
modifying the VA master specifications. Provide for an integrated
phasing of construction work and provide for alternate bid deduct
items. (D) Assist VA to determine whether the contractor (or
subcontractor) meets qualification requirements. Provide periodic
monitoring during construction of the performance of the contractor.
Check and approve materials, equipment and work to ensure compliance
with specifications and drawings. A/E will assist with the
pre-construction and final inspections. A/E shall provide Professional
Electrical Engineers who are familiar with work to attend the design
reviews to perform the work required by this contract within the
following schedules. (1) Deliver first review materials to contracting
officer and chief engineer not later than 30 days after notice to
proceed (50% review) (2) Deliver second and final review (100% review)
to Contracting Office and Chief, Engineering Service not later than 30
days after approval of the 50% review. Note: Four (4) sets of documents
shall be furnished each review. Twenty (20) sets of drawings and Four
(4) sets of Specifications required Ten (10) days after 100% review
approval. All documents shall also be provided on AutoCadd Rel. 14.
Contract is subject to Availability of Funds and a Ninety-(90) day bid
acceptance period. SIC Code is 8711; procurement is open to both large
and small business within 100-mile radius of Highland Drive Division of
the VA Pittsburgh Healthcare System. The construction cost estimate is
between $500,000 and $1,000,000. All interested and responsible firms
desiring consideration shall submit two copies of current SF-254 and
SF-255 to Kathleen Grundza (04A1-H), VA Pittsburgh Healthcare System,
7180 Highland Drive, Pittsburgh, PA 15206 no later than 4/12/99. SEE
