C -- INDEFINITE QUANTITY A/E CONTRACT FOR ENVIRONMENTAL MANAGEMENT SERVICES FOR MULTI-MEDIA REGULATORY COMPLIANCE AT THE NAVAL AIR STATION COMPLEX, KEY WEST, FLORIDA SOL N62467-99-D-2745 DUE 040599 POC POC Jack Bair, Contracting Officer, (305) 293-2905 Environmental engineering services for an indefinite quantity type indefinite delivery contract for multi-media regulatory compliance at the Naval Air Station Key West Complex and area of responsibility (AOR) of the SouthNAVFAC Field Office, Key West, Florida. Anticipated services will include and not be limited to: facility compliance audits (RCRA, TSCA, Clean Air Act, and other state and federal regulations), hazardous substance contamination surveys, petroleum contamination assessments, decontamination oversite, preparation of pollution prevention plans/decontamination plans and reports and permit applications to the State of Florida (including FDEP) and Federal Government agencies. Experience and qualifacations relating to the above mentioned or similar services should be included when responding to this announcement. The duration of this contract will be one year with a minimum guarantee of $25,000 and a Government option to extend one year. The total fees per year shall not exceed $450,000. The following criteria, in order of relative importance will be used in the evaluation and selection process: (1) Professional qualifications of the professional engineering team to be assigned to this contract, including registration of the key team members as Professional Engineers and Geologists, (Florida registration will weigh heavier); (2) Specialized experience and technical competence (recent, within last five years will weigh heavier) of the firm and proposed engineering team in performing services and working in the areas of environmental concern and sensitivity on projects similar to the ones mentioned above; (3) Past Performance on contracts with respect to quality of work, compliance with schedules, and cost control, including: (a) Government agency/private industry awards and letters of commendation, performance ratings, and references, (b) demonstrated long term relationships and repeat business with Government and private customers; (4) Proven ability to work with State and Federal agencies including the FDEP and US EPA; (5) Aggressive Quality Control program with proven results of reducing: (a) Government review comments on reports, plans, and designs, (b) errors and omissions; (6) Capacity of the firm and the Team assigned to this contract to accomplish several projects concurrently and with accelerated time schedules, provide appropriate documentation; (7) Geographic location of the firm relative to Key West and familiarity with the local area, local and state laws and regulations relating to the scope of this contract; (8) Volume of work previously awarded to the firm by the Department of Defense. To receive positive evaluation your firm must provide data on the total dollars awarded to your firm by DoD during the last 12 months. Evaluation is with the object of effecting an equitable distribution of DoD contracts amoung qualified firms. In-house capabilities will weigh heavier than work subcontracted. A/E's responding should provide their Quality Assurance Plan (QAP) prior to selection interviews once a short list has been approved. The QAP include an explanation of the management approach: an organizational chart specifically tailored to this contract showing the inter-relationship of management and the assigned Team components and the specific quality control processes to be used. Failure to submit all above mentioned data and information will reflect negatively during the evaluation process. This solicitation is being issued on an unrestricted basis and replies to this notice are requested from all business concerns. A-E firms which meet the requirements described in this announcement are invited to submit completed SF 254 and Sf 255 U.S. Government A-E Qualification, to the office stated above.
