D -- NATO: PROCUREMENT OF SERVICES FOR A MAJOR STABILIZATION EFFORT ON OPERATIONAL SOFTWARE SYSTEMS SOL CO-8493-LGF DUE 031299 POC Alexis Kemper (202) 482-1512 The NATO Consultation, Command and Control Agency invites bids for the procurement of services to stabilize the two prototype software systems used by Shape to conform with required NATO operational and maintenance standards. The requirement for the Allied Command Europe Automated Command and Control Information System (ACE ACCIS) Logistics Functional Area Sub-System (Log FASS) at Supreme Headquarters Allied Powers Europe (SHAPE) and the Reaction Forces (RF), are identified in the approved CP 5A003 which is currently under implementation. Presently, SHAPE is using two prototype systems which are known as the Allied Deployment and Movement System (ADAMS) and the ACE Resource Optimization Software System (ACROSS) as interim solutions to Log FASS. These prototypes must be stabilized to conform with required NATO operatioal and maintenance standards until they can be replaced by the Log FASS resulting from a full implementation of CP 5A 0003. To this end, a major stabilization effort will be acquired through International Competitive Bidding. The Host Nation will procure the services of a Contractor to fully document the prototype systems and to correct and/or repair as necessary the existing software of ADAMS and ACROSS in an effort to make these prototypes maintainable (stabilzed) for hand-over to NACOSA and user nations for operational support. In addition, support software developed with these prototypes such as the Logistics Reporting System (Log Rep), a national unit level level reporting and multinational command level logistics assessment tool, and Logistics Base (Log BASE); the common relational database, will be included in the scope of this SOW. The SOW document will be task-oriented. Deliverables required under this effort are: a. Establish the NACOSA Test-Bed (H/W & S/W) b. Develop Test Procedures and Perform Tests c. Develop System/Build Documentation d. Provide User Documentation e. Develop System Operating Procedures f. Provide a Reliable Interim System g. Develop and provide Operator and Maintainer Training h. Populate the Database i. Establish a Help-desk/ On-Line help j. Provide a CD-ROM version of the final ADAMS/ACROSS software version 3.0x (Stablized) All applicants must be certified to compete in NATO ICB by the U.S. Department of Commerce, Office of Telecommunications.
