The purpose of this acquisition is to award a consolidated, competitive
contract for efficient range support services for locations throughout
the Nevada Test and Training Range (NTTR) formerly referred to as the
Nellis Air Force Base Range. This consolidated effort is expected to
produce a contract that provides integrated range support services for
the combined Air Combat Command (ACC) and Air Force Materiel Command
(AFMC) portions of the NTTR complex including Tonopah Test Range (TTR),
Tolicha Peak, Indian Springs Air Force Auxiliary Airfield (ISAFAF), and
limited support for building 200 at Nellis AFB. The requirement
consists of, but is not limited to: Program management, physical
security, logistics, services, transportation, civil engineering,
target management, and airfield management. 1. Program management to
include: a. Business management; b. Configuration management; c.
Quality assurance and control; d. Data management; e. Security
management; f. Safety management; g. Training programs h. Management
information systems support 2. Physical security to include: a.
Operations; b. Training; c. Standardization/evaluation 3. Logistics to
include: a. Supply operations; b. Warehouse operations; c. Material
storage and distribution support; d. National stock numbered items
(NSN); e. Non-nsn items; f. Reusable container program; g. Precious
metal recovery program h. Property management; i. Government furnished
property (GFP); j. Airfield fuels; k. Petroleum products; l.
Industrial cylinder and cryogenic products; m. Ground refueling; n.
Acquisition, accountability, storage, quality control 4. Services to
include: a. Food service; b. Lodging; c. Custodial 5. Transportation to
include: a. Vehicle operations and management; b. Dispatch operations;
c. Dispatch support; d. Vehicle maintenance and management; e.
Maintenance control and analysis; f. Transportation material control;
6. Civil engineering to include: a. Engineering services; b. Facility
operations and maintenance to include limited horizontal and vertical
construction; b. Real property management c. Infrastructure operations
and maintenance; d. Refuse collection and removal; e. Spill response;
f. Pest management; g. Civil engineering material control. 7. Target
management to include: a. Web site support; b. Target procurement,
preparation, construction. Placement, disposal and remediation; c.
Quality assurance; 8. Airfield management to include: a. Base
operations; b. Transient alert/crash recovery; c. Aircraft ground
equipment (age) maintenance; d. Air traffic control and control tower
operators; Potential offerors are expected to have a broad working
knowledge of support services for a test and training range
environment. The anticipated contract type is cost plus award-fee
combined with award-term. The period of performance will extend from 01
Oct 00 through 30 Sep 05 for the basic period. Using an award-term
incentive approach, there will be opportunities to earn up to ten (10)
additional years during the life-cycle of the contract. The end
resultbeing a total contract period of up to 15 years possible for
outstanding performance. A draft request for proposal (rfp), to include
draft Statement of Objectives (SOO) and Draft Technical Requirements
Document (TRD), is scheduled for release in may 1999. The final rfp
will be released in august 1999 with an estimated 45-60 day proposal
preparation period. This acquisition will be accomplished in a two
phased approach. Offerors will be required to submit proposals only on
a portion of the government's total requirement as specified in phase
1. The areas and types of work identified in phase 1 will be
representative of the total effort. Only those offerors who meet the
established threshold performance requirements and are otherwise
determined to be in the competitive range will be given the opportunity
to compete for the government's full requirement. The range of
additional requirements, to be released in phase 2, could be an
increase of as much as 50% of the requirements, depending on funding
availability.There are national security considerations and a facility
security clearance will be required. Information concerning this

Information available will include, but not be limited to: A draft soo,
draft trd, locations of bidders libraries, and information pertaining
to an industry day. The purpose of the industry day is to identify
interested sources and to involve industry in planning and preparation
of the acquisition. Contractors (both prime and subcontractor)
interested in attending the industry day should submit their request by

requirement will be incrementally released as it becomes available.
