Propensity for military service has declined dramatically since the end of the Cold War, and the military services are encountering increased difficulty meeting accession goals. To meet this challenge the Department of Defense requires reliable information on trends in youth attitudes and behaviors that affect their interest in, and qualifications for, military service. The Institute has conducted Monitoring the Future, an annual survey of 16,000 to 18,000 high school seniors, since 1975. The survey includes a variety of attitudinal and behavior measures related to military service, and the survey design includes panels of respondents. The panel data enable evaluation of the relationship of attitudes and behavior, including entry into military service. Because of privacy constraints, the panel data from Monitoring the Future has not and cannot be released. No other data exist with similar coverage and design. Thus, the Institute for Social Research is unique in its ability to relate youth attitudes and behavior to military service, and measure trends in these attitudes over the past two decades. No contract award will be made on the basis of any responses to this notice, because the synopsis of intent to place a contract shall not be considered as a solicitation.
