R -- The Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA), Houston Regional Office, has a requirement to provide Initial Assessments for Veterans seeking Vocational Rehabilitation and Counseling (VR&C) benefits. The VA intends to award purchase orders IAW FAR 13.500 to multiple vendors to provide Initial Assessments in the Houston and San Antonio, TX area on an interim basis until a National Contract for these services can be awarded, but not to exceed 1 year. The minimum qualifications required to participate in the procurement are as follows: (1) Vendor must operate in the Houston or San Antonnio, TX areas; (2) Have a Masters Degree or greater in Rehabilitation Counseling; (3) Be a Certified Rehabilitation Counselor or Certified Vocational Evaluator; (4) Have at least 2 years of experience in conducting VBA-VR&C Assessments (no additional contractor training will be provided); (5) This procurement is Set-Aside 100% for Small Business. The VA will award a sufficient number of orders to meet the existing need. Orders will be issued on a Not-To-Exceed basis, and referrals will be issued to draw down on that amount.
