The Installation Business Office -- Contracting, Fort Bragg, NC is currently seeking potential sources for an OMB Circular A-76 Cost Comparison Study. The intent of the study is to determine the most efficient and cost effective method of providing educational and library services of the Community Activities & Services Business Center (CASBC) at Fort Bragg. This notice does not constitute a commitment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the Federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. Requirements include the following major task areas, subject to change, depending on mission requirements: Educational Services -- administration & reception; budget; facilities, equipment and supply; automation and technology; education programs; guidance & counseling; counseling support; and marketing and briefings. Library Services -- administration; automation and technology; collection management; technical services -- ordering; technical services -- cataloging; technical services -- processing; circulation; reference and reader's advisory services; library marketing and instruction. Proposal evaluation will be in accordance with the procedures set forth in OMB Circular A-76 and Section M of the Request for Proposal (RFP). RFP issuance date will be on or about April 1999. Any resultant contract will have a performance period consisting of a base year with four one-year option periods. Contract type is anticipated to be firm-fixed price. Solicitation will allow for multiple award. A complete technical/management proposal for each major task area, past parformance information and cost proposal will be required. SIC is 8299 with small business size standard of $5.0 million. This is not a request for proposals, and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Market research is concurrently being conducted to determine commerciality of services, interest and capability of potential sources for this requirement.
