The purpose of this acquisition is to award a consolidated,
competitive, contract for efficient and effective range support at the
Nevada Test and Training Tange (NTTR) (formerly referred to as the
Nellis Air Force Range); air force flight test center (afftc), Edwards
Air Force Base, California; Utah Test and Training Range (UTTR); and
China Lake electronic combat range, California. The contract shall also
support certain assets located on Nellis AFB, NV and Indian Springs Air
Force Auxiliary Field, NV. This consolidated effort is expected to
produce a contract that provides streamlined government management and
performance based contracting to achieve: A. Better customer support
for the warfighter; b. Reduced government oversight; increased insight;
c. Operational efficiencies/synergies; d. Cost savings. The requirement
consists of, but is not limited to: Management/administration,
technical support, and engineering services. 1.
Management/administration to include: a) Program/project task
management;b) configuration/data management; c) quality management; d)
security management; e) safety management; f) test and training
management process; g) maintenance management; h) logistics management;
i) environmental management; j) training management. 2. Technical
support services shall include: a) Telemetry systems; b)
telecommunications systems; c) signal monitoring/collection/analysis;
d) threat systems; e) computer systems; f) instrumentation systems; g)
mission control/coordination; h) technical materiel control; i) data
analysis and reporting; j)tspi and scoring systems; k)flightline
support m) ancillary technical support. 3. Engineering services to
include: a)Systems engineering; b) software development engineering; c)
development engineering; d) environmental engineering; e) test
engineering; f) modeling and simulation; g) ancillary engineering
support; Potential offerors are expected to have a broad working
knowledge/skills of test and training range environments. The
anticipated contract type is cost plus award-fee combined with
award-term. The period of performance will extend from 01 Oct 00
through 30 Sep 05 for the basic period. Using an award-term incentive
approach, there will be opportunities to earn up to nine (9) additional
years during the life-cycle of the contract. The end result being a
total contract period of up to 14 years possible for outstanding
performance. A draft request for proposal (rfp), to include draft
Statement of Objectives (SOO) and draft technical requirements document
(trd), are scheduled for release in may 1999. The final rfp will be
released in august 1999 with approximate 45 -- 60 day proposal
preparation period. This acquisition will be accomplished in a two
phased approach. Offerors will be required to submit proposals only on
a portion of the government's total requirement as specified in phase
1. The areas and types of work identified in phase 1 will be
representative of the total effort. Only those offerors who meet the
established threshold performance requirements and are otherwise
determined to be in the competitive range will be given the opportunity
to compete for the government's full requirement. The range of
additional requirements, to be released in phase 2, could be an
increase of as much as 40% of the requirements, depending on funding
availability. There are national security considerations and a facility
security clearance will be required. Information concerning this

industry day. The purpose of the industry day is to identify interested
sources and to involve industry in planning and preparation of the
acquisition. Contractors (both prime and subcontractor) interested in
