DECONTAMINATION AGENT The Naval Surface Warfare Center, Dahlgren
Division, in cooperation with the Office of Law Enforcement Technology
Commercialization, a program of the National Institute of Justice
announces the availability of a license to produce a new chemical
biological decontaminant agent for use by military, first responders
(fire, EMS, police, and hazmat), and industry. This new
chemical/biological warfare agent decontaminating solution has the
ability to neutralize the agents without the severe disadvantages of
the currently used decontaminants, namely DS2 and the hypochlorites.
Based on an amino-alcohol solvent system containing quaternary amines
and a peroxide oxidizer, the new Quarternary Ammonium Complex (QAC)
solution has demonstrated efficient neutralization of chemical agents
HD (Mustard), GD (Soman) and VX, including agent applied to several
different types of surfaces. Additionally, the product possesses known
anti-microbial components (QACs and peroxide) which serve as an
excellent basis for biologicalagent decontamination. It also has
potential for pesticide remediation. The agent has been patented under
U.S. Patent Numbers 5,760,089 and 5,859,064, and is available for
license to a qualified producer in the United States. Development of a
packaging system for applications to military (large decon systems)
and first responder use (small dispenser similar to a fire
extinguisher) will be pursued under a Cooperative Research and
Development Agreement between the Licensee and the NSWC Dahlgren
Division. Additional detailed information on the agent, development and
test status, commercialization issues, market analysis, etc. is
available to qualified companies. Companies dealing in firefighting
equipment are especially urged to apply, as a major market will be for
state and local first responder use in conjunction with
