1005-01-146-7684, Barrel Assembly, P/N 9349124, Qty: 125,000; ITEM 6 --

119,000. It is contemplated that this requirement will be satisfied
using a five-year requirements type contract (one year basic contract
with four one-year options). Direct Vendor Delivery (DVD) and
Electronic Data Interchange (EDI) will be utilized. FOB is Origin. The
Government reserves the right to make multiple awards if it is in
thebest interest of the Government, price and other factors considered.
All or part of this action is an unfunded FY99 requirement. Estimated
issue date of this solicitation is 31 March 1999. This solicitation
will be issued electronically in accordance with FAR 4.501, 5.102(a)(7)
and 14.205-1(c). Therefore, hard copies will not be provided. Vendors
wishing an electronic copy may download it on or after the issue date
by accessing the following address via the internet:
http://www-acala1.ria.army. CAUTION: This solicitation will be issued
electronically as well as any amendments thereto. Because of this, the
Government is under no obligation and is in fact unable to maintain a
bidders mailing list. It is therefore incumbent upon any interested
parties to periodically access the above internet address in order to
obtain any amendments that may be issued. Failure to obtain any said
amendments and to respond to them prior to the date and time set for
bid opening/receipt of proposals may render your bid or
proposalnonresponsive and result in the rejection of same. A License
Agreement between Colt's Manufacturing Company, Inc. and the US
Government requires the items procured to be manufactured in the US and
its territories. This solicitation incorporates a technical data
package (TDP) that cannot be provided via the internet. The technical
data for the M16 Series Rifle and the M4/M4A1 Carbine and spare for
these weapons include documents that are proprietary with limited
distribution restrictions. Prior to the release of any solicitation and
corresponding technical data package, offerors shall be required to
execute a nondisclosure agreement binding you to the terms and
conditions of the agreement. Copies of the nondisclosure agreement
shall be requested from ACALA, AMSTA-AC-PCR-C/Mary Robbins, Rock
Island, Illinois 61299-7630, email address robbinsm@ria.army.mil. An
official authorized to legally bind the company must sign the
nondisclosure agreement. Upon execution of the nondisclosure agreement,
return an original copy to the above address. The nondisclosure
agreement will be available prior to the issuance of the solicitation.
Failure to properly address requests for solicitations in accordance
with this CBD notice will result in non-receipt of the solicitation
package. Failure to properly address offers in accordance with the
solicitation instructions may result in a late bid that cannot be
considered. Written, fax, or electronic requests for solicitation
packages are acceptable. No telephone requests will be honored.
Requests for copies of this solicitation should include your commercial
and government entity (CAGE) (if a CAGE code has been assigned to you)
along with your name, address, datafax number, and solicitation
number. The fax number for requests is (309) 782-7428. Electronic
requests may be accepted through the Automated Acquisition Information
System (AAIS). All ACALA solicitations are available for
viewing/downloading in addition to the procurement history, via the
AAIS. The AAIS can be accessed electronically 24 hours a day, using a
modem set to dial (309) 782-7648. Terminal emulation should be VT100,
"aais" at the "LOGIN" prompt. At the "PASSWORD" prompt depress the
"ENTER" key. If electronic means is not possible, procurement history
will be provided telephonically at (309) 782-8094 on a limited basis.
