medical/surgical items This is a Market Survey to locate potential
sources for the standardization of various medical/surgical items. The
Department of Veterans Affairs (VA) desires to offer its customers, on
a national basis, the best possible products and prices and to offer
its contractors more opportunities within the system. The intent of the
standardization program is to establish national preferred sources for
medical/surgical items to standardize VA's purchasing of products.
Bids/Offers are not being solicited at this time. A formal solicitation
or request for quotations will be issued at a later date. Companies
interested in having their items evaluated for possible inclusion in
the standardization process should carefully review the item
descriptions listed below. If your company can provide any of these
items, please forward samples of all items available from your company
that meet the product descriptions and any corresponding product

encouraged to obtain FSS contracts from the respective government
contract office. The VA Supply Processing and Distribution/Nursing
Users Group (SPD/NUG), a group of VA nurses and clinicians, who have
expertise and knowledge of the products, will review and technically
evaluate any samples submitted. VA deems the members of the SPD/NUG to
be medical experts; therefore, they are qualified to determine which
products are acceptable. Samples and product literature must be
received no later than March 15, 1999. Companies not submitting samples
by the above date may be eliminated from consideration on any
subsequent procurement action for these items. For additional

Product Descriptions for items being considered at this time are as
follows: APPLICATORS, COTTON TIPPED, STERILE The item described shall
have/be: 1. A cotton or polyester tipped applicator for use in the
application of medicaments in a medical setting or biological cultures
in a laboratory. 2. Supplied sterile. 3. Supplied with a wooden or
plastic applicator stick having minimal dimensions of 1/12 by 6 (six)
inches in length. Commercial tolerances acceptable. 4. Symmetrical
throughout the length and the ends shall be cut square and smooth. 5.
With fibers shall be securely affixed to one end of the applicator
stick with non-toxic adhesive. 6. Packaged with 2 applicators per
package. 7. The applicator stick can have fibers of any of the
following: a. purified cotton conforming to the requirements of the
United States Pharmacopoeia b. 100% Polyester Fiber c. A
polyester/cotton blend PROCTO SWAB The item described shall have/be: 1.
A 16" polypropylene, polystyrene, or papershaft 2. A rayon tip (single
end) 3. Both sterile and non-sterile STERILIZATION INDICATOR TAPE The
item described shall have/be: 1. Crepe paper backed design with one
side adhesive coated. 2. Paper backed side treated with indicator lines
which clearly change color when exposed to the parameters of
sterilization, either steam or ethylene oxide. 3. Tape must be wrapped
adhesive side in with a 3 inch core to accommodate the standard tape
dispenser. 4. The tape must be suitable for securing all types of
wrappers. 5. The tape shall require no moisture or other special use
prior to use. STERILIZATION INDICATOR, STEAM AND ETHYLENE OXIDE The
item described shall have/be: 1. Indicators constructed of sensitized
paper on a strip, or single/ double bar design. 2. A distinct and clear
color change shall be apparent when the item has been through the
sterilization process. 3. Aeration of ETO sterilized items, or
prolonged storage shall have no affect on the indicator. 4. Complete
and detailed instructions for use andinterpretation of indicator shall
be provided with each unit. BOWIE DICK TEST The item described shall
have/be: 1. The Bowie Dick test pre-assembled. 2. Internal indicator
sheet be easily removed from package. 3. The item shall be made of
porous non-woven material for ease of package disposal. 4. Disposable,
single use. 5. Area for documentation on test sheet. STERILIZATION
PEEL PACKS The item described shall have/be: 1. Both self-seal and heat
seal properties. (Vendor shall provide both types) 2. Available in
various size tubing. 3. Be available in various size packages, 4. Be
safely used in both steam and ETO. 5. Have secure closure 6. See
through, heat resistant film on one side and white medical grade paper
on the other. STERILITY MAINTENANCE COVERS The item described shall
have/be: 1. At least 3 mils thick, of a polymer material. 2. Easy
viewing of item contained with in the cover. 3. Allow for easy access
to the product contained. 4. Come in assorted sizes. 5. Both heat seal
or self-seal properties. (Vendor shall provide both types) DIAPERS,
DISPOSABLE (WINGED AND NON-WINGED) The item described shall have/be: 1.
Sizes Small, Medium and Large. 2. Contour Shape 3. Assorted Absorbency
(Vendors should submit their top 3 most absorbent products) 4. Odor
Control 5. Fragrance Free 6. Wetness Indicator 7. Absorbent Polymers 8.
Wicking properties 9. Elastic placement not abrasive to skin. (Vendors
shall also submit samples of PAD PANTY SYSTEMS and PULL UP BRIEFS
meeting the same criteria as the diapers listed above) PAD, LINEN SAVER
The item described shall have/be: 1. Disposable 2. Flame Retardant 3.
Sealed non roll edges 4. Non woven top layer 5. Absorbent polymer like
properties that condense moisture to a gel. 6. Leak proof backing 7.
Assorted Sizes 8. Assorted Absorbency (Vendors should submit their top
3 most absorbent products) 9. Pads for Low Air Loss Beds should also
be available SUCTION CANNISTERS The item described shall have/be: 1.
Rigid, disposable, transparent plastic canister. 2. Graduated with
slash marks minimally every 50 ml, with numeric markings every 100 ml.
3. A shut off valve and a vacuum filter line. 4. A pour spout, ortho
and vacuum ports. 5. Caps to secure ports on lid. 6. Secure Canister
lid once assembled. 7. Lid equipped with an automatic shut off
mechanism to prevent backflow and to avoid cross contamination of
regulators and wall vacuum outlets. 8. Be provided in two sizes: 9.
1200cc and/or 1500cc 10. 2000cc and/or 2500cc 11. Be provided with and
without tubing. 12. With tubing shall include universal non-conductive
tubing. 13. All hardware provided and installed at no cost for every
bed. SURGICAL SUCTION CANISTER, LINER The item described shall have/be:
1. A disposable liner that fits into a permanent suction canister, 2.
Liner with a permanently attached lid, or attachable lid that will be
secure, 3. Lid with a minimum of two labeled ports. 4. Lid will have an
aerosol filter and automatic shut off valve. 5. Liners will be provided
in two sizes: 6. 1000-1500cc with and without pour spout. 7.
2000-3000cc with and without pour spout, also with ortho port. 8.
Liners will be supplied both with and without tubing. 9. Liner with
tubing shall include universal adaptive non-conductive tubing, 10. All
hardware will be provided and installed at no cost for every bed.
URINARY DRAINAGE BAG The item described shall have/be: 1. Sterile fluid
path, disposable, leakproof, closed system, individually packaged. 2.
1800cc to 2000cc capacity bag graduated from 25cc or less to 100cc in
25cc or smaller increments. 3. Pre-attached drainage tubing 48 to 60
inches in length, with an inside diameter of 9/32 inch to 11/32 inch.
4. Hook or hanger with fill width bag support hanger and safety string,
5. Non-wettable vent. 6. Provision for attaching to bed lined (clip or
rubber band with safety pin tapered adapter to permit attachment to
urethral catheter). 7. Urine Sample Port, Tubing end protector 8.
Emptying mechanism at bottom of the bag, 9. Leakproof shut off clamp
10. Anti-Reflux devise or chamber 11. Urine splash protection
mechanism. URINE METERS The item described shall have/be: 1. All of the
described features under Urinary Drainage Bag. 2. A 200cc-400cc
capacity graduated urine collection meter. The first one (1) to thirty
(30) ml shall be marked in 1 ml increments, and after that markings
shall be in 5 ml increments. 3. The fluid can automatically overflow
into the bag when the meter's capacity is exceeded. The meter can also
be manually emptied when it is full or required. URINARY CLOSED SYSTEM
The item described shall have/be: 1. All of the described features
under Urinary Drainage Bag. 2. Pre-attached catheter with tamper proof
seal connecting drainage tubing in the following sizes: 3. Tubing
length 48-60 inches with 16 french silicone coated latex catheter,
Latex and Silicone Catheter. 4. Tubing length 48-60 inches with 18
french silicone coated latex catheter, Latex, and Silicone Catheter. 5.
Kit containing the following patient preparation items; syringe
pre-filled with sterile water, prep balls or pre-saturated swabs,
specimen container and label, povidone-iodine cleaning solution,
disposable powder free latex or non-latex glove, lubricating jelly,
