synopsis/solicitation for commercial items prepared in accordance with
the format of Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA Ames Research Center intends to purchase two (2)
complete High Pressure Liquid Chromatography Systems for protein
purification and biochemical fractionation of complex biological
samples. Because these systems will be used for separation of a wide
variety of materials, they must be completely configurable for
separation on the basis of time, volume, or column-volume. These
apparatus require a two-pump gradient system using dynamic mixing to
permit creation of very shallow gradients, with motorized valves that
provide feedback to the control system to ensure proper orientation of
all valves and documentation of valve positions at all times. The
systems shall include UV, conductivity, and pH sensors, an integrated
fraction collector, and a controller with preprogrammed control
software and documentation that permits full automation of sample runs.
The system must be fully inert to standard biological buffers, and be
certified for operation from 4-40C in 10-95% relative humidity. A
system flow rate of 0.05-20ml/min is required, with operating pressures
from 0-5 MPa (50bar, 725psi) and user-defined programmable pressure
cutoff limits. The control software must have the capability to record
both predicted and actual conductivity as well as back pressure, pH
and UV absorbance. The conductivity sensor's range is to be 1 microS/cm
-- 999.9 mS/cm with noise of less than 0.5% of full scale calibrated
range. A pH sensor range of 0-14pH units is required with accuracy
within 0.1pH units and drift of less than 0.1pH units/10hr. In
addition, the pH sensor is to include a dummy flow cell for use with
organic solvents that might harm the pH electrode if in direct contact.
The UV sensor must permit selection of wavelengths at 245 and 280nm, be
linear within 3% up to 2 absorbance units (AU) at 254nm, and linear
within 5% up to 1AU at 280nm, with noise of less than 40x10^-6 AU and
drift of less than 100x10^-4 AU at 254nm. The offered package must
include two (2) complete systems with pH electrodes and computerized
control devices, one (1) color documentation system, one (1) 50ml
sample loading loop with required cables, and four (4) chromatography
columns: two high-resolution columns for anion or cation exchange, a
fast desalting column, and a high resolution gel filtration column for
separation of microgram-milligram sample quantities. Installation,
training and standard warranty are to be provided at no additional
cost. The provisions and clauses in the RFQ are those in effect through
FAC 97-10. This procurement is a total small business set-aside. See
Note 1. The Standard Industrial Classification (SIC) Code and the small
business size standard for this procurement are 3826 and 500 employees,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency. Deliver
to NASA Ames Research Center, Receiving Section, Bldg. 255, Moffett
Field, CA 94035 is required within 45 days after Purchase Order award.
Delivery shall be FOB destination. The DPAS rating for this
procurement is DO-C9. Quotations for the item(s) described above may be
mailed or faxed to the identified point of contact by the date/time
specified and include, solicitation number, FOB destination to this
Center, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN),
identification of any special commercial terms, and be signed by an
authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items

submit a quotation. Quoters shall provide the information required by
FAR 52.212-1. Addendum to FAR 52.212-1 is as follows: Compliance with
Veterans' Employment Reporting Requirements (February 1999) By
submission of its offer, the offeror represents that, if it is subject
to the reporting requirements of 37 U.S.C. 4212(d) (i.e., the VETS-100
report required by Federal Acquisition Regulation clause 52.222-37,
Employment Reports on Disabled Veterans and Veterans of the Vietnam
Era), it has submitted the most recent report required by 37 U.S.C.
4212(d). If the end product(s) quoted is other than domestic end
product(s) defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.212-3
may be obtained via the Internet at URL:

applicable. FAR 52.212-5 is applicable and the following identified
clauses are incorporated by reference: 52.222-3, 52.233-3, 52.222-21,

FAR 52.212-5 are as follows: ARC 52.232-93 Submission of Invoices-Fixed
Price (Feb 1998) and clause "Year 2000 Compliance (May 1998)" in
accordance with PIC 98-8. The quoter shall provide standard product
literature indicating that the product or products offered are Year
2000 Compliant. Questions regarding this acquisition must be submitted
in writing no later than March 9, 1999. Quotations are due by 4:30pm
PDT on March 16, 1999, to the attention of Sharon L. Connolly and
should be mailed to NASA-Ames Research Center, M/S:241-1, Moffett
Field, CA 94035. It is the quoter's responsibility to confirm if the
Government has received the faxed quotation. Selection and award will
be in accordance with FAR 52.212-2 with the following evaluation
factors: (1) technical acceptability, (2) past performance, and (3)
price. Technical acceptability will be determined using information
submitted by the quoter in sufficient detail to show that the product
quoted meets the Government's requirements. Quoters must provide copies
of the provision at 52.212-3, Offeror Representations and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
responsibility to monitor this site for the release of amendments (if
