synopsis/solicitation for = commercial=20 items in accordance with FAR
12.6 and 13.5, as supplemented with = additional=20 information
included in this notice. This announcement constitutes the = only=20
solicitation. Quotations are hereby being requested and a written =
solicitation=20 will not be issued. Refer to solicitation as RFQ
N00140-99-Q-1923. = The=20 solicitation document and incorporated
provisions and clauses are those = in=20 effect through Federal
Acquisition Circular 97-10. A firm fixed = price-type=20 contract is
contemplated. The applicable SIC is 6695. FISC Norfolk = Detachment=20
Philadelphia intends to procure the listed Local Area Network (LAN) =
testing=20 equipment and components as follows: CLIN 0001....8 each
Fluke = Enterprise LANmet er (Part 683), CLIN 0002....8 each Switch
Wizard for LANmeter (Part = 68X-SW),=20 CLIN 0003....8 each extra
battery pack (Part N6701), CLIN 0004....8 = each large=20 carrying case
(Part C6700), CLIN 0005....8 each Fluke DSP-2000 Digital = Cable=20
Tester, CLINN0006....8 each extra battery pack (Part BP7217), CLIN =
0007....8=20 each external battery charger (Part BC7217), CLIN
0008....8 each Fiber = Optic=20 Test Kit (MM) for LANmeter and DSP-2000
(Part DSP-FTK), CLIN 0009....8 = each=20 Fiber Optic Test Kit (SM) for
LANmeter and DSP-2000 (Part = LS-1310/1550), CLIN=20 0010....16 each
One Touch Network Assistant (Part IT10/100), and CLIN=20 0011....16
each extra battery pack (Part N6600/NBP). The following FAR =
clauses/provisions are incorporated by reference: FAR 52.212-1, NOTE:
= Offeror's attention is specifically directed to paragraph (b)(11) of
= this=20 provision. OFFERORS THAT FAIL TO FURNISH REQUIRED
REPRESENTATIONS OR=20 INFORMATION, OR REJECT THE TERMS AND CONDITIONS
OF THE SOLICITATION MAY = BE=20 EXCLUDED FROM CONSIDERATION. Past
Performance: The offeror should = describe=20 its past performance on
similar contracts it has held within the last = five (5)=20 years which
are of similar scope, magnitude and complexity to that = which is=20
detailed in the RFQ or affirmatively state that it possesses no =
relevant=20 directly related or similar past performance. Offerors who
present = similar=20 contracts should provide a detailed explanation
demonstrating the = relevance of=20 the contracts to the requirements
of the RFQ. The offeror should = provide the=20 following information
regarding its past performance: 1. Contract = number(s),=20 2. Name and
phone number of a point of contact at the federal, state, = local=20
government or commercial entity for which the contract was performed,
= 3. =20 Dollar value of the contract, 4. Detailed description of the
work = performed,=20 5. Names of subcontractor(s) used, if any and a
description of the = extent of=20 work performed by the
subcontractor(s), 6. The number, type and = severity of=20 any quality,
delivery or cost problems in performing the contract, the = co rrective
action taken and the effectiveness of the corrective action. = In=20
accordance with DFARS 215.304(c)(i), the contractor shall submit any =
past=20 performance information identifying the participation of Small
= Disadvantaged=20 Businesses (SDB) as subcontractors, joint venture
partners, or other = form of=20 teaming arrangement, of the offeror in
order to meet subcontracting = goals. The=20 contracting officer
intends to evaluate the extent to which offerors = identify=20 and
commit to small business and historically black college or = university
and=20 minority institution performance of the contract, whether as a
joint = venture,=20 teaming arrangement, or subcontractor. 52.212-2,
FILL-IN: paragraph = (a) Past=20 Performance and Price; FILL-IN (second
paragraph) Past Performance and = Price=20 are considered of equal
importance. The Government reserves the right = to=20 obtain
information for use in the evaluation of past performance from = any
and=20 all sources including sources outside of the Government.
Offerors = lacking=20 relevant past performance history will not be
evaluated favorably or=20unfavorably on past performance. However, the
proposal of an offeror = with no=20 relevant past performance history,
while not rated favorably or = unfavorably for=20 past performance, may
not represent the most advantageous proposal to = the=20 Government and
thus, may be an unsuccessful proposal when compared to = the=20
proposals of other offerors. The offeror should provide the =
information=20 requested above for past performance evaluation,
including past = performance in=20 complying with targets for Small
Disadvantaged Business (SDB) = participation and=20 subcontracting
goals for SDBs, or affirmatively state that it possesses = no=20
relevant directly related or similar past performance. If an offeror =
fails to=20 provide any past performance information which is similar
in scope, = magnitude=20 and complexity to that which is detailed in
the RFQ or fails to = affirmatively=20 state that it possesses no
relevant directly related or similar past=20 performance, the offer may
not be awardable. The Government will = consider the=20 quality of
offeror=92s past performance. This consideration is = separate and=20
distinct from the Contracting Officer=92s responsibility determination.
= The=20 assessment of the offeror=92s past performance will be used as
a means = of=20 evaluating the relative capability of the offeror and
other competitors = to=20 successfully meet the requirements of the
RFQ. In determining the = rating for=20 the past performance evaluation
factor, the Government will give = greater=20 consideration to the
contracts which the Government feels are most = relevant to=20 the RFQ.
If the offeror=92s proposal is determined unacceptable in any = of
the=20 technical evaluation factors and/or subfactors, the proposal may
not be = considered for award. The Government reserves the right to
award the = contract=20 to other than the lowest priced offeror.
