66 -- ATTENUATION RECEIVER MEASUREMENT SYSTEM SOL F33660-99-R7008 DUE 042399 POC Buyer: Janet Casler, 740-788-5041, Contracting Officer: Glenna Pound, 740-788-5043 The Air Force Metrology and Calibration (AFMETCAL) program requires 20 each Attenuation Receiver Measurement Systems, (ARMS), in accordance with Directorate of Metrology Purchase Description 99MLEEBC-01, Rev A, Dated 26 Feb 99. Requirement includes a 5 year warranty and data with each unit, and an Option in FY2000 for 0 to 10 each, Option in FY2001 for 0 to 8 each and an Option in FY2001 for Provisioning Data. General Description: The primary measurement parameter shall be attenuation. The ARMS shall have the ability to perform automatic data acquisition, mathematical and graphical data analysis, print data results and data storage of results. This system shall improve and expand the U.S. Air Force's capability to measure the described parameters. The ARMS shall be capable of making attenuation measurements from 0.01 to 40 GHz. The ARMS may be configured as a single stand-alone unit or may be modular in design. If a modular design is utilized, no more than 5 components (Test Source, LO, Receiver, Frequency Converters, Controller) may be utilized. The components listed can be designed as individual units housed in a single rack, designed as a single unit or in any other configuration to meet the requirements of this purchase description. Any and all software required for operation of the system shall be included. The ARMS shall be remotely controllable via an IEEE 488.2 compliant interface bus. The ARMS shall be Y2K compliant. Additionally, attenuation measurement accessory kits and cabling is to be included as detailed in this purchase description. Listed in the purchase description are the Air Force minimum (but, not limited to) functional requirements which are to be satisfied. The ARMS shall have the ability to perform turnkey measurements of attenuation devices at any point within the measurement range of 0 to 127 dB at 0.01 to 40 GHz. Turnkey measurements represents the ability of the system, after configuration setup, to make an attenuation measurement or measurement sequence of attenuators at a single value with minimal manual intervention and without the need for additional laboratory equipment. This process will result in a turnkey measurement. Measurement values will be displayed to the operator. Measurement values will also be storable, transferable to internal memory devices, and remotely accessible via the IEEE 488.2 compliant interface bus. The contractor must provide all equipment necessary to make this a Turnkey system. The ARMS components shall be designed to function as an attenuation measurement system having the following characteristics: System Frequency Range: 10 MHz to 40 GHz 4.2 System Sensitivity: -127 dBm. System Maximum Input Level: +20 dBm. System Measurement Accuracy: with 0 dBm referenced (0.10 40 Ghz). Attenuation Range Accuracy 0 to 9.999 dB + or -- 0.015 dB, 10 to 19.999dB + or -- 0.025 dB, 20 to 29.999 dB, + or -- 0.035 dB, 30 to 39.999 dB + or -- 0.045 dB, 40 to 49.999 dB + or -- 0.055 dB,50 to 59.999 dB + or -- 0.065 dB, 60 to 69.999 dB + or -- 0.090 dB,70 to 79.999 dB + or -- 0.100 dB, 80 to 89.999 dB, + or -- 0.110 dB, 90 to 99.999 dB + or -- 0.120 dB, 100 to 109.999 dB, + or -- 0.130 dB, 110 to 119.999 dB + or -- 0.195 dB, 120 to 126.999 dB + or -- 0.245 dB, 127 dB + or -- 0.295 dB. The ARMS IEEE 488.2 Hardware Controller shall consist of the following: Processor: Pentium 200 -- minimum; Memory 32 Meg RAM -- minimum; Internal Disc Storage 4.0 Gig Hard-drive -- minimum; CD ROM X12 speed CD-ROM Drive -- minimum; External Disc Storage; 3.5" Floppy Disc-drive -- minimum; Monitor 17", .28mm DP, 1280 X 1024 Resolution Color Monitor -- minimum; Laser Printer -- minimum. ARMS Software Control Functions: System software shall be able to fully control all functions of the Attenuation Receiver Measurement System. System software shall be able to store and retrieve all relevant UUT specifications. System software shall allow the operator to store, review, and edit UUT specifications. The UUT specification records shall be referred to as UUT Data Records. System software shall be able to measure all attenuation parameters for any given UUT. System software shall be able to manipulate the measured attenuation data and provide data output to a CRT-type monitor, file or printer. The system software shall have the capability to perform automatic data acquisition throughout the measurement range. Whenever possible, the contractor shall maximize the use of single keystrokes to perform multi-layered processes. The system software shall be Y2K compliant. The following minimum features shall be available as selectable and programmable options. Parameter: Time Delays for measurements, Number of Test Points to be measured, Number of Test Runs, Time Between Test Runs, Number of Standards used and Number of Test Items measured. Measurement results shall be displayed in real-time via a CRT-type monitoring device. As a minimum the following parameters will be displayed as measurements results: Parameter: Test Item Identification, Standard Identification, Nominal Value (dB or dBm), Number of Measurements, Measurement Current, Measured Value (dB or dBm), Mean Value of Measured Results (dB or dBm), Standard Deviation of Measured Results, Uncertainty of Measured Results and Graphical Representation of Accumulated Measurements in the form of an X-Y plot. The system software shall provide, at the minimum, two levels of security. The first level of security will be the operator level. The operator shall have general software operation functions. These functions shall be limited to the UUT testing level. The second level of security shall be those of the system administrator. The system administrator level will have the general operating functions plus those functions required for editing and manipulating UUT test results and UUT Data Records. If at anytime the contractor revises the software, the contractor shall provide software revisions to the Air Force during the length of the warranty period. The system software will be registered as AF controlled commercial software. The registration will be in the form of an AF assigned Computer Program Identification Number (CPIN). UUT Data Records shall be database records that contain the UUT specifications. UUT Data Records shall contain all relevant UUT specifications needed to perform attenuation measurements of the UUT. The system software, to determine the system hardware and software configuration for measuring the UUT parameters, shall use the UUT Data Records. This system shall maximize the use of electronically interfacing system components. The format of interfacing shall be the IEEE 488.2 Standard. This system shall also maximize the use of programmable components to perform automated measurements via the programmable system controller, which must be supplied with this system. This system shall have as minimum the ability to provide trend analysis through the use of Least Squares type of regression analysis. It shall have the ability to predict future characteristic values from a best-fit curve. This will be based on the analysis of data stored in historical data files internal to the system by part number and serial number of the UUT. The results of mathematical analysis shall be capable of being presented in both numerical and/or graphical forms. The system shall allow the option of printing of the displayed graphical results and/or associated displayed numerical data. The system should allow for limiting the time period used for the historical reference data. It would be desirable to be able to run the same analysis using only stored data. As a minimum the following parameters shall be selectively printable to the CRT monitoring device and/or a laser quality letter and graphical hard copy paper printer. Both the monitor and printer will be provided with this system. Parameter: Measurement Results, Measurement Data Files, Historical Data Files and Mathematical Analysis. This system shall have the capability to store data to internal memory and to transferable media such as 3 1/2-inch floppy disc. This datashall also be storable in an electrical format that can be imported/exported to Microsoft EXCEL or ACCESS spreadsheets or tables, by serial number or part number, from the internal memory or from the floppy disc. The following list identifies the minimum provided and storable parameters. Parameter: Measurement Results, Measurement Data Files, Historical Data Files and Mathematical Analysis. A complete list of the Attenuation Measurement Accessory Kit contents and parameters along with the General Requirements, Reliability Requirements, Maintainibility Requirements, Interchangeability Requirements, Workmanship Requirements, and Calibration Procedures are contained in the purchase description which is included in the solicitation package.
