Center, WGK is anticipating the purchase of approximately two hundred
fifty containers for the Army's T-53 and T-55 Helicopter Engine with a
priced option for Chemical Agent Resistant Coating (CARC).
Additionally, WGK anticipates the purchase of over 100 containers
related to the AGM-142 missile system as priced options for the U.S.
and FMS. The requirements for the containers for both programs are as
follows: A technical library is available at 368 Adams Ave, Valparaiso,
FL 32580, with a technical data package consisting of production
specifications and engineering drawings. Please contract Ms Wicker of
Semcor, Inc (850) 678-7887. Level III drawings and prime item product
fabrication specifications are available. This requirement includes
fabrication of production containers after successfully fabricating one
preproduction sample container for each container design, completing
qualification preproduction tests, and completing the physical
configuration audit. A preproduction sample is required (about 160 days
after contract award), with first container delivery within 90 days
after preproduction approval/physical configuration audit. All
preproduction tests and the physical configuration audit are required
prior to release for production, as identified in the specifications.
Source selection procedures (see FAR 15, best value, tradeoff) are
currently envisioned. This contract will be a "build to print" firm
fixed price contract. Offerors for this contract should be experienced
in economical fabrication techniques (welding, machining, sheet metal
cutting, etc.), and are required to build aluminum containers to
specs. These are complex items due to the flatness and straightness
requirements, and the necessity for the container to seal (a leak check
will be required). This is a 100% Small Business Set-Aside under SIC
Code 3443 for businesses up to 500 employees. Interested parties must
submit a written or e-mail request for solicitaiton to the contracting
office no later than 45 days from the publication of this announcement
or should submit a present and past performance volume to be added to
the list. Requests received will be honored on a first come first
served basis if additional RFP copies are available. The RFP release
date is anticipated to be in May 1999. Please check the web site (see
below) for updated to this date as necessary. The RFP is expected to be
released on a CD ROM. Other forms of the RFP will be provided upon
special request. (See web site for specific details.) Each offeror
shall submit a present and past performance volume (P&PPV) as a
separate volume no later than 5 May 1999. Offerors are cautioned that
the Government will use the P&PFV data provided by the offeror and
additional data obtained from other sources in the development of the
performance risk assessments. Problems found in the data which have not
been addressed by the offeror will be assumed still to be in existence.
The offeror shall provide the following P&PPV data for each past or
current contract proposed. Responses are limited to 1 page maximum per
P&PPV contract addressed and a maximum of 12 pages for the entire
P&PPV volume. Each contract in the P&PPV shall include: Administrative
Data: Company/Division name; program title; contracting agency or
company; contract number; brief description of the contracting effort;
type of contract; period of performance; original dollar value and
current dollar value; original completion date and current completion
date; name, address, and telephone number of customer's PCO, ACO and
Government program manager or commercial equivalent point of contact.
Offerors shall explain which aspects of the P&PPV contracts are
relevant to the proposed effort and describe experience during the past
5 years in building aluminum products that require manufacturing
processes such as machining, welding, shearing, etc. The offeror shall
describe their history of meeting or failing to meet production
schedules on previous contracts. The offeror may include a discussion
of how past problems were resolved and risks were mitigated. No further
