NASA/LeRC plans to issue a Request for Offer (RFO) for the fabrication of three truss core structures fabricated out of sheet Titanium aluminide (TiAl). The composition of the TiAl sheet shall be Ti-46.5Al-4(Cr-Nb-Ta)-0.1B processed using the EPM/ PLANSEE powder metal process. Hot forming of the sheets into the components of the truss core structure shall be accomplished using the EPM/Pratt and Whitney (PW) parameters. Two of the truss core structures shall be fabricated using the EPM braze process and one will be fabricated using BF Goodrich's LID process. The size of the structures shall be at least 24 inches in length, 6 inches in width, and 2 inches in height. The processes stated above are proprietary to Pratt and Whitney and BF Goodrich. NASA/LeRC intends to purchase the items from either Pratt and Whitney or BF Goodrich corporations, using the authority of 10 U.S.C. 2304(c)(1) Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.See Note 22. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 5 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 5 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
