synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation: proposals are being
requested and a written solicitation WILL NOT not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal cquisition Circular 97-10. Simplified
Acquisition Procedures will be followed. A firm fixed price contract
will be awarded. All responsible sources may submit an offer for
consideration. In an effort to help pork producers achieve pseudorabies
free status and open foreign market opportunities the USDA has
developed a plan to accelerate the Pseudorabies Eradication Program.
Owners of pseudorabies infected herds will be offered a fair market
price to voluntarily depopulate their swine herds. These animals will
be euthanized in a humane manner and the carcasses will be rendered or
otherwise disposed of in accordance with Federal, State, and local
gulations. This program is intended to benefit the pork industry by
removing pseudorabies infected and exposed swine from the market and
reducing the risk of spread of pseudorabies to non-infected herds. The
USDA is seeking proposals rendering plants for rendering of swine
carcasses in this program. All sizes and ages of swine may need to be
rendered in this program. Swine carcasses will be delivered to the
rendering plants at USDA expense. The rendering plants will be required
to : 1. Provide leak proof, covered trucks or trailers that meet state
regulations for hauling carcasses. 2. Weigh each load of carcasses and
provide a weight ticket to USDA to document the weight of the carcasses
on each load. Weight tickets will be sent to the USDA with each
invoice. 3. Document the source of each load (the slaughter plant where
the animals were euthanized) and the date the load was delivered to the
rendering plant. 4.Coordinate with the slaughter plants that are
involved in the Accelerated Pseudorabies Eradication Program to make
trailers or trucks available at the times required by the slaughter
plants. If requested by the slaughter plants trailers or trucks will
need to be available seven days per week. Swine enrolled in the
Accelerated Pseudorabies Eradication Program are currently being
euthanised at the following sites: the Iowa Packing Company, 1801 SE
Maury Street, Des Moines, IA, Sioux-Preme Packing Company, P.O. Box
177, Highway 75 South Sioux Center, IA, W& G Marketing Company, Inc.,
at both 606 Lyon Street, Jewel, IA and Highway 275 North, Sidney, IA,
Rock Dale Meats, Byron, MN, Foremost Packing, Moline, IL, AMPAC,
Chicago, IL, and Indiana Family Farms, Anderson, IN. Other sites may be
added. 5. Report to the USDA any occurrence of a live pig arriving on
a shipment. 6. Allow USDA access to the rendering plant to inspect
loads . 7. Euthanise in a humane manner any live swine that arrive at
the rendering plant or contact USDA officials to euthanise the swine.
Nationally the number of carcasses to be rendered could be as high as
1,900,000 depending on the level of producer participation in this
program. The animals will be depopulated from January 1999 to June
1999. To be eligible to participate in this program the rendering
plants must be in or adjacent to the following states: Iowa, Indiana,
Illinois, Minnesota,Nebraska, North Carolina, Florida, Pennsylvania,
Michigan, California, South Dakota, Texas, Massachusetts,or Louisiana.
Proposal shall include the cost of rendering per hundredweight of
swine carcasses.__________________ a. Cost of rendering Monday through

Saturday & Sunday per hundredweight _________________ Number of loads
the plant will accept each day WITHOUT a rendering charge_________WITH

carcasses_______________________________ TECHNICAL EVALUATION FACTORS:
1. Indicate the states where the rendering plant will pick up
carcasses. _____________________________________ 2. Indicate the days
of the week and the hours each day that carcasses will be picked up at
the sites where swine are euthanised.
___________________________________________ 3. Indicate how many pounds
of carcasses the rendering plant will accept from the Accelerated
Pseudorabies Eradication Program each day of the
week.___________________________________________ The contractor is
responsible for providing labor, supplies, equipment and material to
perform the job. A Firm Fixed Price Requirements contract will be
awarded. The Governemnt reserves the right to make multiple awards. The

Multiple Awards. Offerors shall prepare proposal in accordance with
Instructions to Offerors. The Government will award the contract to the
responsible offerorwhose offer conforms to the solicitation, technical
and cost factors considered. Technical and cost are equally important.
