a Request for Offer (RFO)5-03279-358 for the acquisition of a design
(Phase I) for the Advanced Mirror System Demonstrator. This acquisition
will be conducted as a phased procurement using a progressive
competition down-select technique between phases. In this technique,
multiple contractors will be selected for Phase I. It is expected that
the contractors for Phase II will be chosen from among these
contractors after a competitive down-selection. Present plans are for
a further competition among the Phase II contractors for Phase III
which may be selected by either the Government for a direct award under
this procurement or a prime systems contractor with the offeror
selected performing in a subcontractor role. The Government will
determine the specific procurement approach for Phase III prior to the
end of Phase II. A description of each phase follows: (a) Phase I is
for the design of mirrors which meet both the ambient base and
cryogenic option requirements/goals. The proposer may (1) submit a
single design for a concept that will fully accommodate both the
baseline ambient requirements and the cryo option requirements (2)
submit a design for a concept that will meet the baseline ambient
requirements and be modified to meet the cryo option requirements (3)
submit two totally independent concepts, one of which meets the
baseline and the other which meets the cryo option. NASA anticipates
awarding multiple contracts for this phase. (b) Phase II is for the
fabrication and test phase of the procurement. It is anticipated that
Phase II will use NASA Mid-Range procedures; however, the government
reserves the right to reexamine this approach. The cryo option will be
proposed and exercised in Phase II. Multiple contracts are expected to
be awarded in Phase II. (c) A subsequent single award for Phase III may
be made in which the contractor will produce flight demonstration
petals. This phase may be issued as a separate solicitation. NASA does
not intend to issue a separate, formal solicitation for phase II,
instead proposals will likely be solicited by means of a letter RFP.
All information required for preparation of Phase II proposals,
including solicitation provisions, updates to contract terms and
conditions, and the final evaluation criteria and factors, will be
provided at that time. Phase II (and Phase III, if conducted by the
Government) will be synopsized in the Commerce Business Daily (CBD) in
accordance with FAR 5.201 and 5.203 unless one of the exceptions in
FAR 5.202 applies. The competition for each phase will be based on the
results of the previous phase. Notwithstanding NASA's expectation that
only the previous phase contractors will be capable of successfully
competing for subsequent phases, all proposals will be considered. Any
other responsible source may indicate its desire to submit a proposal
by responding to the Phase II and Phase III synopsis, and NASA will
provide to that source all the material furnished to the previous phase
contractors that is necessary to submit a proposal. To be considered
for a Phase II or Phase III award, however, outside offerors must
demonstrate a design and technology maturity equivalent to that of the
previous phase contractors, such demonstration to include the Phase I
and Phase II deliverables respectively. Failure to fully and
completely demonstrate the appropriate level of design maturity may
render the proposal unacceptable with no further consideration for
contract award. This procurement was originally synopsized
(solicitation number 8-1-8-TA-60050) on December 22, 1998 from
NASA/Marshall Space Flight Center under the NASA/MSFC Business

answers to questions were released at this site. This procurement will
be a full and open competition under NASA Midrange Procurement
Procedures. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. The SIC Code and Size Standard are 3827
and 500 employees, respectively. The DPAS Rating for this procurement
is DO-C9. The provisions and clauses in the RFO and model contract are
those in effect through FAC 97-10. The resulting Phase I contract will
be firm fixed price. All qualified responsible sources may submit an
offer which shall be considered by the agency. The anticipated release
date of the RFO is on or about March 3, 1999 with an anticipated offer
due date of on or about April 2, 1999. An ombudsman has been appointed
