A -- BROAD AGENCY ANNOUNCEMENT FOR THE LOW BAND DIRECTION FINDING (LBDF) SYSTEM SOL N66604-99-R-2965 DUE 041699 POC W. The Naval Undersea Warfare Center (NUWC) is seeking technology and technical approaches applicable to the incorporation of, UHF band, Direction Finding (DF) capabilities into a submarine periscope. The Navy desires to explore specific system solutions and technologies that will address the development and deployment of modifications, to provide a direction finding capability for pulsed and non-pulsed Radio Frequency (RF) signals. Multiple short term design studies may be awarded to assess promising technologies. An engineering development contract may be awarded subsequently to pursue the best approach. Modification to the envelope of the periscope barrel is not permissible, and due to limitations of available volume in the current antenna stack, integrated component technologies that reduce size, provide modularity, and improve performance are desired. The technical approach, and system design of the Low Band DF should implement COTS based solutions, specifically addressing the following areas: (1)Sensor technologies. The integration of a Low Band DF antenna array and electronics into the current antenna stack. The technical approach may not necessarily be limited to modifying the existing design, a functionally equivalent stack with Low Band DF capability is acceptable. (2)RF components/receivers: The design/packaging of the Low Band DF receivers into the existing Electrical and Electronics (E&E) Adapter of the periscope. (3)Processor/Controller: The design and development of a stand alone processor and display system or integration into an existing onboard system that will control, process and display the Low Band DF information to the user. (4)Evaluate approaches for incorporating the LBDF design into a future non-penetrating imaging mast design. A copy of the performance specifications and the overall requirements classified at the SECRET level will be made available to all participating offerors with the proper security clearances. The new system and technical approach are intended to support an Engineering Development Model (EDM) demonstration by the end of 2001. Proposals will be evaluated in accordance with the following evaluation criteria which are listed in descending order of importance: (1) Meeting the technical performance specifications of the Low Band DF system. (2) Minimal electrical and performance impacts to all existing systems. (3) Level of maturity of the proposed solution and its probability of successful demonstration by the end of FY 01. (4) Total cost and cost realism of the proposed project. (5) Past performance of the offeror in providing similar technology solutions to the Department of Defense. (6) Management approach and experience of the proposed project team. The government anticipates awarding contracts on a Cost Plus Fixed Fee basis. However, other contract types will be considered. It is anticipated that more than one award will be made in the range of $30,000.00. Proposal length should not exceed 25 pages. Proposal format is the choice of the offeror. Proposals are due on 2:00 local time 99 April 16.
