publicized in the CBD dated 2/10/99 and responses due on 3/2/99, is
extended to the close of business, 2/12/99. Regarding the evaluation
criteria in the original notice, proximity to the AF Services Agency
and project bases, the next narrative deals with this issue. With the
practical limitations on the number of contracts we can award, it
limits our desire for the A-Es to be in proximity to the Air Force
Services Agency and the worldwide scope of our projects. For this
reason, our priority of selection (for this factor only) is generally
based upon proximity to or within four regions of the country. In
general, these regions break down as follows: north and northeast,
south and southeast, central north and south (from Canada to Mexico),
and far west. No specific states are provided in response to this
question. Design effort in Europe and Asia could be accomplished by any
of the firms. This does not mean that a firm from a particular region
will automatically receiveprojects from the areas associated with their
region. If everything else were equal, the firm within that region
would be given priority. Based upon the following, the fact that a firm
is located centrally within a region does not assure a firm of being
selected for a contract award: a) There are higher priority
consideration factors to consider in the selection; b) We do not expect
a perfect distribution of responses from every state or region; and c)
We do not expect equal qualifications among respondents. While the
intent is to award no fewer than four contracts, the determination of
the quantity of awards will be based upon the quality of the
submissions, and the forecast of potential design effort over the
expected period of the contracts, as determined by the selection boards
in concert with the Contracting Officer. All other information in the
