Service has recently been designated as the Center of Expertise for
Seismic and Structural Engineering. The Center manages GSA's seismic
program and advocates efficiency and effectiveness through diligent
programming, design and construction. The services of contract
engineering firms are required to support this effort. The following
disciplines are required: Structural, Geotechnical, Cost estimator and
Blast Design. The types of work required may include, but are not
limited to, the following: Seismic hazard studies and evaluations of
existing buildings (including historical buildings), Risk Assessment,
computer modeling of seismic effects/events, assistance with
engineering peer reviews on projects designed by others, pre-design
surveys, destructive and non-destructive testing, cost estimating,
assessment of earthquake-related geotechnical hazards, analytical
evaluation of primary systems and non-structural components,
preliminary design and recommendations and the preparation of reports
for repair and strengthening of various buildings, and blast resistance
design. All work shall be performed by, or under the direct supervision
of a registered professional Engineer. Services may also include
assisting GSA staff in in-house design and work with recognized
academic institutions. Design services, including preparation of
working drawings, may also be required. Project design and contract
documents, including drawings, specifications and calculations shall be
prepared in both metric (SI Units) and English (I-P Units) systems of
measurements. Buildings may be located anywhere in the 50 states, as
well as US Trust Territories and Possessions. It is also anticipated
that other Federal and DOD agencies will be designated as Ordering
Offices under the contract. Award is targeted for late summer, 1999.
The type of contract will be Indefinite Delivery/Indefinite Quantity
(IDIQ). Contract term will be a base year and three-one year options.
Maximum order limit per year will be $2,000,000, with a cumulative
total for all years of $8,000,000 per contract. Minimum order will be
$50,000 per contract, per year. Up to three contracts may be awarded.
A Small and Disadvantaged Business Subcontracting plan may be required.
To be eligible for consideration, a firm must have an active and
functioning engineering/design office within the State of California.
At a minimum, this office must have been in existence for the twelve
(12) months preceding the closing date of this notice. If a joint
venture or teaming arrangement is submitted, at least one firm must
meet this requirement. Interested firms are invited to submit SF
254/255's for this requirement. The closing date and time is 4:00 PM
PST; the first Friday that falls 30 calendar days from date of
publication in the CBD. No pre-performance conference will be held.
Submissions may be addressed as follows: General Services

shipping envelope: Seismic IDIQ, Attn: Kearney/Palfalvi. Selection
factors, in descending order of importance, are as follows: 1.
Professional qualifications of staff: Qualifications and relevant
individual experience; unique knowledge and time commitment of key
members to projects. Blast designer qualifications: Blast resistant
designs and analyses for GSA facilities shall be performed and/or
reviewed by qualified personnel. The blast consultant shall have formal
training in structural dynamics and shall have demonstrated experience
with accepted design practices for blast resistant design and with
referenced technical manuals. A minimum of five (5) years of blast
resistant design is desired for the lead blast consultant. 2. Technical
Competence: Familiarity with GSA, Federal, NEHRP, regional, and
national seismic codes, standards and guidelines, familiarity with
dynamic response of buildings to seismic forces, and experience with
design of (historical) buildings, and design of new buildings,
familiarity with the Interagency Security Committee (ISC) Security
Criteria, blast resistance design, including, but not limited to,
progressive collapse calculations. 3. Specialized experience:
Familiarity with new and innovative systems which could be incorporated
into building structures to reduce the effect of seismic forces,
familiarity with behavior of non-structural elements under seismic
conditions and Risk Assessment and Risk Analysis. 4. Past performance:
Past performance (with respect to quality, cost and schedule) with GSA
and other Government agencies. Capacity to accomplish the work in the
required time, previous project management performance, including
quality, planning, coordination, scheduling and cost control functions.
A short list of the top six firms will be developed. The selection
factor order of importance will remain the same. These firms will be
invited to make an oral presentation and participate in discussions.
The physical location of these presentations will be at the firm's
California office. Individual orders with an estimated value of
$100,000 or more will be competed among contract holders. The factors
specified in this announcement for the base award will also be used in
awarding these individual orders. Orders less than $100,000 may be
awarded without competition, at the discretion of the Government.
