Service, in support of the Department of the Treasury and its bureaus,
to include the IRS, plans to issue a Draft Request for Proposals (RFP)
for the Treasury Information Support Services-2 (TIPSS-2) procurement.
This draft solicitation will include all sections (A-M). It is
anticipated that TIPSS-2 will result in multiple awards,
indefinite-delivery, indefinite-quantity type contracts, providing for
a wide range of information processing support services within four
(4) Task Areas. The four (4) Task Areas consist of: (1) Information
Systems; (2) Telecommunications Services; (3)Organization/Management
Services; and (4) Operational Support Services. Task orders under the
contracts may be negotiated as either fixed price or cost types.
Organizations must have a external Software Capability Maturity Model
(CMM), Level 2 Certification if they wish to submit a proposal as a
large business prime contractor. Small businesses may compete as a
prime without CMM Level 2 certification but will not be considered for
IRS Software Development Life Cycle work. TIPSS-2 will be conducted as
a full and open competition with a partial small business set-aside.
All businesses who elect to compete under the unrestricted portion of
the full and open competition must submit a proposal for the primary
task area of Information Systems task area -and may submit a proposal
for any or all of the three (3) other task areas. Small Business
Offerors who submit a proposal under the partial small business
set-aside shall submit a proposal for any or all of the four (4) task
areas. The Standard Industrial Classification (SIC) code for this
acquisition is 7379. The small business size standard pertaining to the
SIC CODE is: the average annual receipts of the concerns and its
affiliates of the previous 3 fiscal years must not exceed $18 million.
The awarded contracts will be for one year with four one-years
options. Most of the work will be performed within the Washington, D.C.
Metropolitan area. Other performance locations include all of the
United States, its territories and occasionally locations throughout
the world. The exact location will be specified on the individual task
orders. The draft solicitation number is TIRNO-99-R-00009 (DRAFT).
Anticipated release of the draft solicitation is on or about March 3,
1999. Information regarding this acquisition will be available on the
internet at the following address: http://procurement.irs.gov. It is
incumbent upon potential offerors to monitor the above stated internet
site for any further communications. Vendors are encouraged to review
the draft solicitation and provide written comments to the TIPSS-2
