Supply Service-Washington (DSS-W), on behalf of the Deputy Under
Secretary of Defense (Acquisition Reform), is issuing a combined
synopsis/solicitation for Commercial Items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are hereby being requested and a written
solicitation will not be issued. This is Request For Quotation
DASW01-99- Q-0279. Solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-32, 01 Oct 95. DESCRIPTION: Lease of Anacomp Data Ware Corporation
CD ROM hardware and software system to produce archival CD ROM storage.
The PTSC provides consolidated command and control messaging to the
Pentagon, federal agencies and departments throughout the National
Capitol Region, Embassies, and Army activities throughout the Western
Hemisphere. The PTSC communications infrastructurerequires a Top-Secret
System High military communications system incorporating various
functions including: Autodin Message Switching and Profiling,
Autodin-to-Email gateways, Remote Autodin Dialup, Network Dialup for
both Autodin and DMS, and a Defense Message System-Muti Functional
Interpreter on a common hardware/software platform capable of
supporting multiple communications protocols and message formats. The
protocols include Mode-I, Mode-II, and the TCP/IP suite. The formats
include JANP128, ACP127, ACP126, DD173, ACP123, RFC822 and MIL Standard
1832. The CD ROM system being obtained has the capability to accept
magnetic tape images of defense message data, convert data to CD ROM
images stored on CDs, develop and store indexing data and criteria,
cross-referencing and retrieval data, and capability to print high
quality hard copy from CD ROMs. Data stored on CD ROMs must conform to
the ISO9660 standard. Anacomp Data Ware Corporation shall provide
required software maintenance and upgrades if improved software is
developed that will be beneficial to the government. Anacomp Data Ware
Corporation is also required to provide sufficient testing of the CD
ROM hardware and software to assure the Government of the CD ROM
system's satisfactory performance and accuracy. The Government will not
accept the CD ROM system until performance and accuracy tests are
satisfactory completed. Anacomp Data Ware Corporation must provide
reference documentation of the hardware and software installed, and
must provide hardware and software engineering and technical staff
capable of supporting installation, repair and maintenance and
training. Engineering and technical personnel must possess a TOP-SECRET
security clearance prior to performing any installation, testing or
training functions. Anacomp Data Ware Corporation must provide proof of
excellent past performance. APPLICABLE PROVISIONS: FAR 52.212-1,
Instructions to Offerors -- Commercial Items; FAR 52.212-2,
Evaluation-Commercial Items; FAR 52.212-3 "Offeror Representations and
Certifications -- Commercial I. items with their Offers"; FAR
52.212-4, Contract Terms and Conditions -- Commercial Items; FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items (includes the following
52.222-26, 52.222-35, 52.222-36, and 52.222-37); and FAR 52.217-9,
Option to Extend the Term of Contract, the total duration, including
exercise of any options, not to exceed six years. The government will
award a Firm Fixed price purchase order resulting from this
solicitation to the responsible offeror offering the lowest overall
price. Evaluation will be in accordance with FAR 52.212-2 past
performance and price. The period of performance covered is 01 April 99
-- 01 April 00 for the base year, in addition to four option years of
one year duration each. Quotations are to be submitted in the following
format: 12 months X unit price per month = total yearly price for each
line item, and a stated hourly rate for OPPM CLINS. The OPPM CLINS
will be awarded with a government-determined not to exceed amount. No
oral quotes will be honored. Responses shall be submitted, one (1)
