Helene Braun, Contract Specialist, (301)443-5131 The Health Resources
and Services Administration (HRSA) proposes to negotiate a contract on
a sole source basis with GMS Partners, Inc., 1122 Kersey Road, Silver
Spring, Maryland to develop a plan and implementation strategies for
accomplishing the following four (4) operational and organizational
tasks: (1) management and conduct of the Health and Human Services
Academy (HHSA) Student Internship Program; (2) reconstitution and
redefinition of the HHSA Business Advisory Council (BAC); (3)
establishment of the proposed National Network of Health and Human
Services High School Career Academies (HEALTHNET) concept; and (4)
arrangement for HHSA programs. This contract will support the ongoing
development and sustainability of the HHSA established at Eastern
Senior High School (Washington, D.C.) under the Memorandum of
Understanding (MOU) in February, 1991. The MOU, which was signed
between the Department of Health and Human Services (DHHS) and the
District of Columbia Public Schools (DCPS), the MOU recognizes the need
to (1) increase the number of minority health and human service
providers; and (2) stimulate young students to pursue academic studies
leading to careers in health and human services fields. In January,
1996, the Secretary of the DHHS designated the Bureau of Primary Health
Care (BPHC), within HRSA, as the lead organizational unit to continue
and enhance the development and implementation of the HHSA initiative.
In this role the Bureau works with numerous partners to identify
resources and develop an educational program to meet the goals and
objectives of the MOU. GMS Partners, Inc., which has provided services
in this arena to HRSA since 1997, is uniquely qualified to perform
this work and the only source available capable to continue this work.
This firm is the creator of the work-based components for all academy
programs in the District of Columbia and is a nationally recognized
expert in the development and support of all types of career academies
and is an approved technical assistance provider under the Federal
National School to Work Office. Based on the above, GMS Partners, Inc.
is deemed the only responsible source capable of providing the
required work and services as set forth in 41 U.S.C. 253(c)(1) -- only
one responsible source. A Justification for Other than Full and Open
Competition has been prepared by the Government. Interested parties
