The Fleet and Industrial Supply Center (FISC) Norfolk Detachment=20 Philadelphia intends to acquire services necessary to develop, maintain = and=20 update an integrated technical data base for the procurement of FMS=20 non-standard part numbered items, non-standard repair of repairables = (ROR) and=20 NSN items. Requisitions specifying part numbers or NSN=92s will be = submitted to=20 the contractor who will be responsible for performing screening and = cross=20 checking against the technical data base. The contractor will be = responsible=20 for identifying the lowest possible tier supplier, ensuring competition = to the=20 maximum extent practicable and updating the technical data base = accordingly. =20 For parts valued at less than $100,000.00, the contractor will be = responsible=20 for: placing purchase orders; 100% receipt inspection; and forwarding = the parts=20 to the specified freight forwarder. For ROR requirements, the = contractor will=20 be responsible for obtaining repair quotations from a certified repair = vendor=20 and then processing those ROR=92s valued at less than $100,000.00. The=20 contractor will also receive, pass and track ROR items to designated = repair=20 facilities as specified by the government. The period of performance = will=20 consist of a basic period of 1 year with 4 one-year options. The = contractor=20 will process an estimated 12,000 requisitions a year for parts and an = estimated=20 20 requisitions a year for ROR=92s. The proposed contract will have=20 indefinite-quantity, fixed price provisions for the contractors = incidental=20 costs and cost reimbursement provisions for the actual costs of = materials,=20 transportation and special packing materials.
