NASA/GSFC plans to issue a Request for Quote (RFQ) for the purchase of a portable reflectometer with the following specifications: a) Wavelength range: 250nm-2500nm; b) Measurement type: spectral total hemispheric reflectance; c) Repeatability: +/- 1%; d) Power requirement: 115VAC; e) Weight: Not to exceed 40 pounds for each component; f) Size: Must be able to fit in overhead compartment of a commercial airline; g) Scan time for full measurement: 5 minutes or less; h) Spectral resolution: 5% or less; i) Must automatically calculate solar absorptance; j) Must be compatible with Windows 95, 98; k) All software must be included; l) All cables and power supplies must be included; m) All manuals must be included; and n) Sample size must be at least 0.5" in diameter. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
