The Government requires a contractor to develop a BRAC Installation Implementation Manual (BIIM). The Government will provide an outline that contains three major sections -- MACOM, Closing Installation, and Gaining Installation. Contractor shall provide research, interviews, etc. to provide a completed manual on how to close an installation. This is a synopsis for commercial items. The solicitation number for this procurement is DABT02-99-R-0001 and is issued as a request for proposals. This solicitation is unrestricted.
