NASA/LeRC plans to issue a Request for Quotation (RFQ) for the Operation and Analysis of Icing Remote Sensing Radar to be field tested during the Mount Washington Icing Sensors Project that will occur at Mt. Washington N.H. during the month to April 1999. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LeRC intends to purchase the items from Quadrant Engineering Inc. in Amherst MA. Quadrant is the firm that developed the multi-frequency radar concept using X, KA- and W-Band radars that is to be evaluated during the Mt. Washington Icing Sensor Project (MWISP). Quadrant is the only firm that can complete the required tasks. Their experience is derived from earlier government contract activities examining the remote detection of icing conditions. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after [10] days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
