filter based systems have been shown to remove particulate matter down
to less than one part per million when in good operating condition.
However, in the event of a filter element failure, the filter system
outlet dust loading will increase and thereby potentially damage gas
turbine blades, contaminate other downstream processes, and limit the
availability of the power system. A filter failure safeguard device
would serve to minimize the potential damage to downstream equipment
and allow the power plant to continue operation until a convenient or
scheduled outage. The objective of this award is to develop and test a
candle filter failure safeguard device capable of eliminating or
minimizing dust emissions from a failed candle filter element. Base
program tasks include conceptual design, detailed test plan, design of
prototype filter failure safeguard device, fabrication of a candle
filter failure safeguard device for bench-scale testing, and
bench-scale testing of a candle filter failuresafeguard device.
Optional tasks will be included for additional bench-scale testing and
pilot-scale testing of the candle filter failure safe guard device.
DOE plans to post the solicitation on FETC's Homepage on or around
April 1, 1999. Offerors and other interested parties are encouraged to
download the solicitation once it becomes available, as paper copies
will not be distributed. Any amendments to the solicitation will be
posted on the FETC Homepage. It is the government's intent to make the
FETC High-Temperature Gas-Stream Cleanup Test Facility available for
bench-scale testing. A description of the facility will be included in
the solicitation and a preproposal conference will be scheduled to
