Request for Quotation (RFQ) to install and perform some operation
functions of a dual-band radar (KA- and W-Bands) that is required for
multi-band radar assessment for remote detection of inflight icing
conditions. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/LeRC intends to purchase the items
from The University of Massachusetts in Amherst MA. The University of
Massachusetts is the only organization capable of performing this work.
As part of the icing remote sensing program all organizations in the
country with weather remote sensing capability were contacted and none
except UMass were either capable or willing to particpate in the Mount
Washington Icing Sensor Project (MWISP) field test at Mt. Washington,
NH in April 1999. This contractor will work in close cooperation with
Quadrant Engineering, Inc. to complete the required multi-frequency
radar assessment. The Government does not intend to acquire a
commercial item using FARPart 12. See Note 26. Any referenced notes can

qualifications/capabilities will be used solely for the purpose of

information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
