(202) 366-9564 The objective of this proposed project is to develop,
pilot test, and evaluate a motorcycle awareness program to promote
awareness of motorcyclists, their special driving requirements, and the
need to share the road. This program may be implemented by state and
local motorcycle safety programs, state highway safety offices, local
law enforcement agencies, and Safe Communities individually or as a
consortium. The proposed project seeks partners that traditionally have
not focused on motorcycle safety issues to participate in this effort.
General requirements include developing and evaluating a comprehensive
program, to be used at the state and local level, to heighten motorists
awareness of motorcycles and actions motorists need to take to safely
share the road with motorcyclists. The proposed program will be pilot
tested and evaluated for effectiveness. A detailed report of the
process and the results of the evaluation, as well as an implementation
guide that other communities can use to implement and conduct similar
programs which will be published by NHTSA. Proposed offerors must
demonstrate a comprehensive understanding of the issues associated with
sharing the road with motorcyclists, both from the motorcyclist's point
of view and other roadway users' point of view, and identify potential
technical problems and critical issues related to successful
completion of this project. Proposed offerors must demonstrate
technical and management capability to successfully conduct pilot tests
and evaluation projects and develop appropriate media. Proposed
offerors must also demonstrate that such capability has resulted in
timely, adequate, and complete projects. Such capability should include
a narrative description of documented experience, clearly indicating
the relationship of this project and providing details such as project
description and sponsoring agency. Proposals may be reviewed by a team
of government and non-government reviewers. It is contemplated that a
Cost Reimbursement type contract will be awarded for this effort. The
period of performance is 30 months. The solicitation will be mailed to
