This requirement is for a competitive contract to provide engineering and technical services for the development, acquisition, manufacturing, and life-cycle support of systems and support test equipment primarily to the Navy's Virtual Distributed Lab (VDL) program. The VDL was initiated to modernize existing equipment, promote the integration of COTS components into equipment and support the development of new equipment. Due to the need for continued support, a total of four (4) one-year option periods are deemed necessary and appropriate to provide the levels of support anticipated to efficiently support the VDL program. Total hours to be tasked for base and option years are 232,300. Delivery shall be based on "best value". Evaluation Factors are (1) Offer Submission, (2) Offeror Capability and (3) Price or Estimated Cost and Fee. Past Performance shall be evaluated. Oral presentation maybe required.
