Bureau of Prisons has a future requirement for water service at a
proposed United States Penitentiary to be located near the City of
Atwater adjacent to Castle Airport in Merced County, California. The
facility will house approximately 1,500 inmates, warehouse space and
other generic institutional elements. The water service is presently
required by October 1, 2000. Permanent service connection shall be
completed by January 1, 2000 for testing purposes. The water provided
shall be potable for consumption and firefighting and meet the
government's everyday needs for proper operation of stated facility.
The Contractor shall operate and maintain facilities necessary to
provide the correctional facility an estimated annual volume of
118,260,000 gallons of water. Actual requirements may not be determined
until after the first year of full capacity operation. The estimates
provided are for the contractors benefit and are not meant as a
guarantee of revenue or use. The provider shall deliver the required
water service at a rate of 2,000 gpm at a minimum pressure of 55 psi
and a maximum pressure of 60 psi. The fire flow shall be available for
a minimum duration of 240 minutes at 2,000 gpm. The provider shall
deliver the required water service through a water meter of a type to
record the quantity of all water consumed by the facility. The provider
shall provide and install the meter at the point of connection which
will be shown in the solicitation document. No cross connections of any
kind are permitted between the various classes of water service
provided. The solicitation is estimated to be available on April 5,
1999. The bid opening is tentatively scheduled for May 5, 1999. Please
