questions received as a result of the synopsis/solicitation that was
posted on the Commerce Business Daily (CBDNet), Submission No. 301284
on 23 February 1999. The date, place, and time for submission of offers
remain unchanged. The questions and answers follow: 1.Question: Please
be more precise when you ask that the offeror meets the minimum
requirements established with regards to reducing health and
environmental hazards. Answer: The primary health and environmental
hazards from firing existing 5.56mm cartridges during outdoor training
is lead accumulation downrange and the emission of lead from both the
projectile and the primer. Using lead-free ammunition during outdoor
training will eliminate lead accumulation downrange thus preventing
ground water contamination. Also, during indoor training, using
lead-free CQB ammunition will greatly reduce the emission of lead by
eliminating the lead emission from the projectile and from the primer
if the ammunition utilizes a lead-free primer. 2.Question: What
functioning criteria is available for the 5.56mm Frangible Ammunition
besides the ANSI/SAMMI Z299.4-1990. Answer: a. Generally, Controlled
Penetration Ammunition (CPA) will provide adequate lethality at close
quarters, yet limit ricochet and penetration of background materials in
order to reduce, to the extent possible, collateral damage to adjacent
property and injury to noncombatants outside the immediate vicinity of
the target. Specifically, in order of descending priority, 1. CPA will
be capable of penetrating more ballistic gelatin than current standard
9mm JHP round fired out of the MP5N, but will not over penetrate
(threshold); over penetration is defined as penetrating one half inch
of plywood after penetrating 18 inches of 10% ballistic gelatin when
fired beyond a range of 7 meters; the objective requirement is that the
ammunition simultaneously penetrate soft body armor (12 layers of
Kevlar) and an amount of 10% ballistic gelatin not to exceed 18 inches.
2. The hit probability of the CQB weapon using the controlled
penetration ammunition will equal or exceed 90% against an E-silhouette
at 10m (threshold), 25m (objective). 3. The CPA must be ballistically
equivalent to the NATO standard ball to 10m (threshold) 25m
(objective); for clarity, ballistic equivalence refers to the exterior
ballistics (i.e. trajectory) of the round. 4. The CPA must be as
reliable as the 9mm JHP round fired out of the MP5N; for clarity,
reliability of the round refers to its ability to allow the weapon to
complete its cycle of function with basic ammunition load. 5. CPA must
