maria.martin@fema.gov. This is a combined synopsis/solicitation for
purchase of trailers in accordance with the format in FAR Subpart 12.6
and issued under the authority of FAR Subpart 13.5 "Test Program for
Certain Commercial Items", as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; offers are being requested and a written solicitation
will not be issued. The solicitation number is EMV-1999-RQ-0010. The
solicitation is issued as a Request for Quotes (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-09. This procurement is a small
business set-aside. The SIC Code applicable to this RFQ is 3715. The
small business size standard is 500 employees. The Federal Emergency
Management Agency proposes to procure trailers for deployment to
disaster sites. ITEM 001: Quantity of twelve (12) 48'x102" single drop
deck trailers. MANDATORY SPECIFICATIONS: 1. 1999 Wabash National Model
Single Drop Deck Platform Trailers or equal. 2. 48'x102' Single Drop
Steel Platforms and Apitong Floor. 3. 10 1/2' Upper Deck -- 37 1/2'
Lower Deck. 4. Steel Bulkhead. 5. 10'2" Fixed Spread Axle Setting. 6.
Wabash National Corp./Neway Air Ride Suspension or equal. 7. 38'
Sliding Winch Track. 8. 225/70R 22.5 Bridgestone Tires or equal. 9.
Must meet all DOT safety equipment requirements. 10. Accessories:
Contractor to provide and install the following: One (1) 4 foot toolbox
18"x18"x60" Aluminum Box; minimum of 10 chains,10 binders, 10 ratchets,
10 straps, and 10 sliding side rail tracks. Plus a 10-foot 2-inch
spread axle fixed tandem over air to prevent overloading of trailer.
11. Must included five-year standard commercial warranty. ITEM 002:
Quantity of six (6) 53'x102"x110" trailers. MANDATORY SPECIFICATIONS:
1. 1999 Fruehauf Model Fleet Flyer or equal. 2. Overhead Rear Door. 3.
24" On Center Side Post. 4. Spring/Sliding Suspension. 5. Goodyear LP
22.5 G114 Tires or equal. 6. 27" Threshold Plate. 7. Aluminum Roof. 8.
Corrugated Steel Scuff. 9. 1 3/8" full hardwood floor. 10. 12" On
Center Floor Stills. 11. 3000 lb. Lift Gate, WALTCO or equal. 12. 12
Volt Battery System. 13. 110 Volt Conversion Kit for Lift Gate. 14.
Steel Disc Unimount Wheels. 15. 251M ABS Braking System, WABCO or
equal. 16. Modification: Contractor to provide and install two (2) Rows
E-Track on each side full length. 17. Must meet all DOT safety
equipment requirements. 18. Must include five-year standard commercial
warranty. All the above specifications are considered mandatory and
must be met by an offeror's product in order for the product to be
considered. Failure to meet any of the above specifications will
eliminate that particular product from further consideration. DELIVERY
REQUIREMENTS: The trailers shall be delivered FOB Destination to FEMA
Territory Logistics Center- East, 4991 N 18th St., Bldg. 607 Fort
Gillem, Forest Park, Georgia, 30297. The Government desires expedited
delivery. Contractor to provide best delivery schedule. Partial
delivery will be accepted. The Government's minimum delivery schedule
for all items is as follows: Item 001 within 20 days ARO. Item 002
within 30 days of ARO. The Government will accept and inspect the units
at their Territory Logistics Center in Forest Park, Georgia.
DESCRIPTIVE LITERATURE: Contractor to provide descriptive literature of
proposed make and model to be furnished in accordance with FAR Clause
52.212-1 "Instructions to Offerors -- Commercial Items", Section b(f).
Failure of an offeror to submit descriptive literature for a proposed
"or equal" product will result in that product being rejected from
further consideration. Further, descriptive literature which fails to
show that the proposed product(s) complies with the requirements stated
above will result in the rejection of that product(s). EVALUATION
INFORMATION: The Government will make award(s) to the responsible
offeror(s) whose quote conforming to the solicitation will be most
advantageous to the Government, price and other factors considered.
Contractor must meet all the requirements detailed within this
solicitation. Price is of greater importance when compared to
technical. Proposal Preparation Instructions: The provision at
52.212-1, Instructions to Offerors -- Commercial Items, applies to this
acquisition. Offerors shall provide a firm fixed-price for Item 001:
Twelve (12) each 48' trailers and Item 002: Six (6) each 53' trailers.
Successful contractor(s) must meet all the responsibility requirements
of Subpart 9.1 of the Federal Acquisition Regulation (FAR). A written
notice of award or acceptance of offer, mailed or otherwise furnished
to the successful offeror, shall result in a binding contract without
further action by either party. Offerors are to include a completed
copy of the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with their response. The following
clauses also apply: 52.212.1 Instructions to Offerors -- Commercial
Items, 52.212-2 Evaluation -- Commercial Items (Thefollowing factors
shall be used to evaluate offers: (1) Price (2) Technical and (3) Past
Performance); 52.212-4 Contract Terms and Conditions-Commercial Items;
