a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes sole source solicitation; proposals are not being requested
and a written solicitation will not be issued in accordance with Note
22. 701819Q013 is issued as a sole source request for quotation. This
acquisition and the incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-10. The following fish
satellite transmitters will be purchased from Advanced Telemetry
Systems, 470 1st Ave N Box 398 Isanti, MN 55040 due to Advanced
Telemetry Systems developed the remote tracking system already in
place, and has the proprietary rights to the coding system of the
transmitters and the receiving hardware and software. 1. Two stage
pulse-coded radio transmitters (tags) suitable for insertion into fish
stomachs. The general shape of the tag shall be cylindrical and
slightly tapered to facilitate insertion into the fish's stomach. All
rough or sharp edges shall be removed to prevent internal injury. Tag
dimensions shall not exceed 5.25 cm in length and 2.0 cm in diameter.
Power shall be supplied by a lithium battery. The tag shall be
waterproof and pressure tested to a depth of 100 ft. The external
transmitting antenna shall be made of .028 stainless steel wire, and
teflon coated to protect the mouth and esophagus of the fish. The
antenna shall not exceed 40 cm in length. Transmitters shall be
activated by a magnetic reed switch and have a minimum life span of 150
days. Transmitters must have a minimum shelf life of 4 yrs. The
transmitter freq shall be spaced at a minimum of 10 khz intervals, and
have freq drift of no more the +/- 0.5 khz. The transmitters must be
functionally compatible with a stationary receiving and data logging
system developed by Advanced Telemetry Systems. The actual frequencies
required for individual transmitters will be provided no later than 10
days after contract award. The frequencies selected will be within the
150-154mhz frequency range. Delivery, inspection and acceptance will
be at National Marine Fisheries Service Auke Bay Laboratory,11305
Glacier Highway, Juneau,AK 99801 on or before 060199. The following
provisions 52.212-1, Instructions to Offerors-Commercial Items and
52.212-2, Evaluation-Commercial Items apply to this acquisition. A
completed copy of 52.212-3, Offeror Representations and
Certifications-Commercial Items must be included with the offer. The
following clauses 52.212-4, Contract Terms and Conditions-Commercial
Items, 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items applies to this order.
