synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP)Test Pilot Program for
Certain Commercial Items. 1-Quantity One (1) ea -- Self-contained
detector system for use in biomacromolecular X-Ray Crystallography
consisting of: Rotating anode X-Ray generator, mirrors based on
graduated D-spacings, four circle gonimeter, CCD detector, cryocooling
system, video camera microscope for viewing specimen crystals, and
data collection system. Crystal to detect distance to be under motor
control. The system must collect data from a crystal of tetragonal hen
egg white lysozyme at 100 K to at least 1.7 A resolution with an
overall Rsymm less than 5.0%, a Rsymm in the 1.7-1.8 A range less than
20%, an average redundancy of at least 3.0, a completeness of at least
98% and with fewer than 0.1% of the reflections rejected as outliers.
A anomalous difference Fourier map must show the positions of the
sulfur atoms. The crystal must be no larger than 0.5 mm in any
dimension. The data collected from both large scan (greater than one
degree) and fine scan (less than 0.2 degrees) must meet these criteria.
Software to be included: Gonimeter and generator control, configurable
anticollision software, data collection strategy program, HKL2000 data
reduction & evaluation software including fully automatic reflection
search and indexing on single or multiple images, support for both fine
and wide slicing, control for aligned scans about crystal axes,
graphical presentation of HKL-reflection layers, interactive use of
video pictures of crystal, orientation matrix and bravais lattice
determination, data reduction and evaluation (DENZO-SMN based) reports
in HTML and CIF. The provisions and clauses in the RFQ are those in
effect through FAC 97-10. All qualified responsible business sources
may submit a quotation which shall be considered by the agency.
Delivery to MSFC is required within 30 days ARO. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9 .
Quotations for the items(s) described above can be submitted via the
World Wide Web using the NASA Acquisition Service (NAIS) Request for
Quotation System (RFQS) -- See the posted On-line RFQ. quotations can
be electronically executed and submitted by an authorized company
representative by March 19, 1999. Quoters shall provide the information
requested in the On-line RFQ. Although the Government would appreciate
all quoters submitting their quotes via the World Wide Web using RFQS,
fax or paper quotes will be accepted. If the end product(s) quoted is
other than domestic end product(s) as defined in the clause entitled
"Buy American Act -- Supplies," the quoter shall so state and shall
list the country of origin. Questions regarding this acquisition must
be submitted in writing no later than March 15, 1999. Quotations are
due by March 19, 1999 to the address specified above. Selection and
award will be made to the lowest priced, technically acceptable quoter.
Technical acceptability will be determined by information submitted by
the quoter providing a description in sufficient detail to show that
the product quoted meets the Government's requirement. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
responsibility to monitor this site for the release of amendments (if
any). Potential quoters will be responsible for downloading their own
copy of this combination synopsis/solicitation and amendments (if any).
