U.S. EPA National Risk Management Research Laboratory, Air Pollution Prevention Division, plans to negotiate on a sole source basis with TSI, Inc. for the procurement of a Dilution Evaluation and Characterization System capable of providing high resolution particle sizing below 1 micron to measure ultra small particles found in the diesel exhaust plume from the exit of the tailpipe to tens of meters downstream of the exit in the atmosphere. The system's scanning mobility particle sizer shall be directly compatible with existing TSI unit (model 3934L) and the DISFIT Aerosol Data Fitting software. EPA source research indicates TSI is the only source capable of providing this equipment. However, any firm believing itself capable of meeting the requirements may submit technical documentation to demonstrate its potential of doing so. Otherwise, EPA will proceed to negotiate with TSI. This procurement will be processed under FAR Part 12, Acquisition of Commercial Items. The proposed purchase order is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quotations. An RFQ will not be issued. However, all quotations received within 15 days after the date of this synopsis will be considered by the Government. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
