The U.S. EPA National Environmental Research Laboratory, Environmental Sciences Division, plans to negotiate on a sole source basis with Cymbolic Sciences for the procurement of a High Resolution Large Format Film Recorder capable of recording high resolution (20,800 cross-scan by 26,800 long-scan) satellite image products in support of large geographic research initiatives. The system shall be capable of supporting both color film positive and paper mediums sizes 8" by 10" and 11" by 14". EPA source research indicates Cymbolic Sciences is the only source capable of providing this equipment. However, any firm believing itself capable of meeting the requirements may submit technical documentation to demonstrate its potential of doing so. Otherwise, EPA will proceed to negotiate with Cymbolic Sciences. This acquisition will be processed under FAR Part 12, Aquisition of Commercial Items. The proposed purchase order is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quotations. An RFQ will not be issued. However, all quotations received within 15 days after the date of this synopsis will be considered by the Government. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
