Kimberly D. Duncan, k.d.duncan@larc.nasa.gov. NASA/LaRC plans to issue
a Request for Quotation (RFQ) for Alloy sheets Manufacture and
delivery of four sheets gamma-TiAI produced from the alloy gamma-MET
100 with the Plansee proprietary composition Ti-46.5AI-4. Dimensions of
each sheet are 600mm x 300mm x 1mm. Purity of sheets must be as
follows: oxygen content less than 1000 micro g/g; nitrogen content less
than 100 micro g/g; hydrogen content less then 10 micro g/g; and carbon
content less then 180 micro g/g. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to
purchase the items Schwarzkopf Technology Corporation, Franklin, MA,
unique supplies available from only one source. The gamma TiAI material
required is an important element in Langely s ongoing research programs
to develop environmentally protective and thermal control coatings for
thermal protection system materials for the X-33 advanced launch
vehicle. It is critical that the new material obtained be the same as
materials currently being used in the current program. The TiAI alloy
currently being used is commercially available only from Schwarzkopf
Tech. Using materials from any other source would compromise
experimental results; the different substrate could change coating
performances and result in invalid conclusions. The Government intends
to acquire a commercial item using FAR Part 12. Interested firms have
15 days from the publication of this synopsis to submit in writing to
the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
