99 -- BREAST CANCER AWARENESS COMMERCIALS FOR AFRICAN AMERICAN AND HISPANIC AMERICAN WOMEN POC Susan E. Crizer, Contracting Officer, (410) 786-5167 The Health Care Financing Administration (HCFA) intends to award on a sole source basis under Simplified Acquisition Procedures a government purchase order to WJLA-TV, Channel 7, Washington, D.C. The contractor will produce two 30-second Spanish language spots on breast cancer awareness. WJLA is uniquely qualified to produce Spanish-language spots because of its high ratings with the target audience and winning the previous competition to develop and show Spanish ads for the Children Health Insurance Program. WJLA's Spanish language spots have been adopted for use by the states of California, Connecticut and Massachusetts. The contractor will place 130 commercial spots in the Washington, D.C., television market. Programs shall be selected based on favorable ratings for African-American and Hispanic-American women over 65. They shall be placed during non-preemtable daytime and early evening programming during 5/1/99 through 5/31/99. WJLA-TV, Channel 7 has a proven viewing audience of the target population we have been mandated to reach under the Balanced Budget Act (BBA). The ability to meet specific target markets is essential, since it has already been identified as a major agency strategy under the BBA to increase the number of mammograms among the largest at-risk groups. The contractor has the leading market share for African American and Hispanic women over age 65 in the Washington area. These are the agency's prime target groups and the contractor must have the ability to reach these target markets. Research shows that this contractor has the highest viewership in African American and Hispanic women over age 65 in the Washington television market. The 130 commercial spots to be aired on the following schedule: Good Morning America, Monday thru Friday, 7-9 a.m.; News Sponsorships, Monday thru Friday, 6-9 a.m.; Talk Show Rotation: Howie Mandel/Hollywood Squares, Monday thru Friday, 9 a.m.- 12:30 p.m.; Talk Show Rotation: Howie Mandel/Hollywood Squares, Monday thru Friday, 9 a.m.- 12:30 p.m.; ABC Soap Operas, Monday thru Friday, 12:30 p.m. -- 4 p.m.; ABC Soap Operas, Monday thru Friday, 12:30 p.m. -- 4 p.m.; Oprah Winfrey, Monday thru Friday, 4-5 p.m.; News 7 Evening News, Monday thru Friday, 5-7 p.m.; News 7 Evening News, Monday thru Friday, 5-7 p.m.; Late Fringe: Extra/Oprah (Repeat), Monday thru Friday, 12:30 -- 1:30 a.m.; Weekend Rotation: Movies, NYPD Blue, Saturday and Sunday, 12 noon- 6 p.m..
