A -- SILICON CARBIDE SUBSTRATES SOL MLK-99-03 Amend 1 POC Contact Chris Lay, Contract Negotiator, (937) 255-7143, or Contracting Officer, Patrice Nickell, (937) 255-7143 This is the first Amendment to MLK 99-03 published 18 Feb 99 regarding the Silicon Carbide (SiC) Substrates program. The following clarifications and information is provided in support of that announcement. The Air Force Research Laboratory, Materials and Manufacturing Directorate, Defense Production Act Team (AFRL/MLMP) intends to issue a Program Research and Development Announcement (PRDA) 99-3-MLK for Silicon Carbide (SiC) Substrates in lieu of a Broad Agency Announcement (BAA) as previously announced. Release of the PRDA is still anticipated for on or about 2 Apr 99, and proposals will be due 30 calendar days thereafter. Information in this synopsis is for planning purposes only and does not constitute a PRDA announcement and should not be construed as a commitment by the Government. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or Contracting Officer, but to communicate Contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the selection decision.
