The contractor shall derive framework for complete application of
Kalman filters for each of the following: Position -- 3 states;
Velocity -- 3 states; Attitude -- 3 states; Gyro misalignment -- 3
states; Gyro scale factor -- 3 states; Gyro noise -- 3 states; Gyro
temperature sensitivity -- 3 states; Gyro g-sensitivity -- 3 states;
Accelerometer misalignment -- 6 states (one axis for continuous roll
rate); Accelerometer bias -- 3 states; Accelerometer scale factor -- 3
states; Accelerometer noise -- 3 states; Accelerometer temperature
sensitivity -- 3 states; Accelerometer g-sensitivity -- 3 states
(Includes provision to set position, velocity, and attitude to zero for
a ground calibration or be dynamic if used with a vehicle pos-nav or
GPS input). Framework module to be compatible with Existing BOOM code.
It is the intent of the government to award a contract on a sole
source basis to Oregon State University, Corvallis, Oregon pursuant to
FAR 6.302-1. The proposed contract action is to derive framework for
complete application of Kalman filters for which the government intends
to solicit and negotiate with only one source under the authority of
FAR 6.302. Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within fifteen (15) days after date of
publication of this synopsis will be considered by the Government. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. Quotes may be faxed to (410)278-6522. All responsible
sources may submit a bid or proposal which will be considered by the
