FOR WIDE BAND GAP RESEARCH AND DEVELOPMENT, BAA# 99-03 POC POC: Mr.

Broad Agency Announcement (BAA) is a one-time solicitation for
technical proposals concerning wide band gap research and development.
The Ballistic Missile Defense Organization (BMDO) will evaluate and
may select offers to participate in relevant research efforts in the
topical research areas described below for an anticipated twelve to
fifteen month period of performance. It is anticipated that BMDO will
have approximately $9.8 million available for award and anticipates the
receipt of offers in the notional range of approximately $750,000 for
each topical research area selected. (However, the government reserves
the right to make awards at any amount providing that such offer
otherwise demonstrates technical merit.) BMDO, therefore, solicits
white papers (a white paper is an informal technical proposal for
research in pursuit of the topical research areas outlined below which
describes the research approach and the anticipated outcome from such
research) from qualified sources, such as universities, research and
development institutions and consortia, FFRDC's or partnerships of the
above with industry. The topical research areas are: (1) Gallium
nitride single crystal material grown and fully characterized for
substrates exceeding 1 inch in diameter; (2) Uniform fully
characterized 4 inch diameter silicon carbide substrates for gallium
nitride semiconductor research and development; (3) Wide Band Gap power
amplifier device structures; design, fabrication and performance
characterization; (Design goal is a 20 Watt power amplifier for X-band
radar); (4) Gallium nitride wide band gap device packaging and
performance testing for high temperature operation; and (5) Performance
testing of gallium nitride power amplifier devices in diverse
temperature domains. White papers should describe technical approaches
in separate chapters for each topical research area considered, for
one or more, or all of the topical research areas; these submissions
must include discrete rough order of magnitude cost estimates for the
proposed effort for each topical research area considered. The rough
order of magnitude cost estimate of each chapter of the white paper
should not exceed one page; the technical part of each white paper
chapter shall not exceed 12 pages. An additional 8 pages maximum for
the entire white paper submission is permitted for description of
facilities, past performance,and resumes of principal investigators.
White papers submitted as intended for the first convened evaluation
board are requested not later than 31 March 1999. Subsequent evaluation
boards will be convened on as needed basis. Please send such to:

Factor 1, Relevance to Wide Band Gap (WBG) technology concept, the
technical part must: (a) Address the goals of the topical research
area(s) to demonstrate relevance of the proposed research; the direct
relation such research has to the advancement of the state of the art
within the topical research area(s); and the potential within such
research for attaining the goal for the topical research area(s); (b)
Describe the innovative nature of the proposed research concept and
demonstrate how such would advance the state of the art in the topical
research area; and (c) Demonstrate the immediate relevance of the
proposed technical research concept for development in BMD related
areas and how such concept can be reduced to practice in the near term
(within about a year) with a minimum of additional research effort.
For Factor 2, Technical Capability, the technical part must: (a)
Describe the record of technical research and development effort in BMD
related technology concepts of the personnel who will work in the
proposed topical research area; and (b) Identify and discuss the
availability of operational facilities. For Factor 3, Project
Experience, the technical part must describe the organization's record
of innovations which have been transferred for development into
components and systems in related technology efforts. BMDO will follow
a tailored two-step process for determining contract awards. The
initial white papers will be evaluated for technical relevance and
merit based upon technology area expert review in the following
criteria: (Factor 1) Relevance to Wide Band Gap (WBG) technology
concept; which relates to (a) The offeror's proposed technical approach
and how that approach will achieve relevance in terms of advancing the
state of the art within the topical research area(s) and how that
technical approach will attain the specific goal for the topical WBG
research area(s); (b) The achievement of new WBG concepts or
exploratory developmental efforts related to the topical research
area(s); and (c) The proposed WBG concept holds promise of near term
(within about a year) preparation for development in BMD related areas
and can be reduced to practice with additional research effort.
(Factor 2) Technical Capability; which is (a) The extent of the record
of personnel technical research and development experience in BMD
related technology concepts; and (b) The availability of operational
facilities. (Factor 3) Project Experience; which is the extent of the
proposing organization's record of innovations which have been
transferred for development into components and systems in related
technology efforts. Factor 1 is significantly more important than
Factor 2, which is more important than Factor 3; and Factor 1 is more
important that Factors 2 and 3 when considered together. Those white
papers which exhibit technical merit, based upon evaluation of the
research effort proposed for the above listed topical research areas
will then be referred to BMDO executing agents' contracting offices for
the request of cost proposals. This BAA is not a contract, a promise to
contract, or a commitment of any kind. Accordingly, the government will
be under no obligation to any respondent to this notice. Posted
