The National Oceanic and Atmospheric Administration (NOAA), National Weather Service, is issuing notice of intent to negotiate a sole source contract with Blue Hill Observatory Science Center to provide Climatological Weather Observations. Access to and from the building where observations are being taken is controlled by the Blue Hill Observatory Science Center. Blue Hill has personnel who are trained and qualified to operate and maintain the unique equipment used at this site. The period of performance will be from the effective date of the contract through September 30, 1999, and shall include 3 option years. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Blue Hill Observatory Science Center is the only source that can gain un-controlled access to the site where observations are to be made and have been made for 114 years. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about March 26, 1999.
