supersedes Submission No. 163154 dated 29 Jan 98 entitled "Outsourcing
of Nuclear Forensic Analysis Services, F08650-98-R-0006" -- the
requirement has changed. The 45th Contracting Squadron intends to
negotiate a contract to outsource the Nuclear Plant at McClellan
Central Laboratory (MCL), McClellan AFB, CA. Due to impending base
closure, the government has ceased operations at MCL and anticipates
closing the facility after 30 Sep 99. The NP program deals primarily
with the separation, analysis, and identification of matter through
mass spectrometer particle analysis. Prospective sources would be
required to obtain secure communication capabilities at the SECRET
level. Offerors shall be responsible for providing a suitable site for
performance of the contract requirements. Due to the radiological work
required, offerors will need to obtain required state and U.S. Nuclear
Regulatory Commission (NRC) licenses. Prospective sources must
possess, or show the capability to obtain, an NRC broadscope
radioactive materials license (or an agreement/state license/permit, as
applicable, for the facility where work will be performed) prior to
performance start. Mission essential analysis equipment will belong to
the government and be provided as government-furnished equipment
(GFE). Due to the potential of contaminating trace-level mission
samples, analysis equipment and areas of any facility used for
environmental samples or nuclear forensic analysis services shall not
be used for activities other than AFTAC work without the expressed
written permission of the government program office. Also, offerors
shall minimize sample analysis contamination by keeping facilities in
this effort isolated from other facilities doing nuclear work. Contract
is anticipated to begin on 1 Mar 2000 with initial analyses to start no
later than 1 Oct 2000. Prospective sources would be required to have
DoD security clearances of at least the SECRET NO FOREIGN level.
Participation in this potential effort would require both a facilities
clearance and storage capability of at least the SECRET level.
Prospective sources would be required to support secure communication
capabilities at the SECRET level. This acquisition is unrestricted. The
SIC code and size standard for this acquisition are 8734/$5M. Draft
solicitation issue date of 18 Jul 99 and proposal due date of 3 Dec 99
