Contracting Officer, 410-278-6514 The contractor shall perform
materials characterization which includes phase identification by x-ray
diffraction, microstructure and substructure determination by scanning
and transmission electron microscopy (including chemical analysis),
and high strain-rate compressive strength and fracture toughness
measurements using a modified Hopkinson bar apparatus. The statement of
work shall include, but not be limited to, (1) Identification of phases
by x-ray diffraction and scanning electron microscopy (back-scattered
electron imaging and energy-dispersive x-ray spectroscopy); (2)
Microstructure and substructure determination by scanning and
transmission electron microscopy; (3) Quantitative/Semi-Quantitative
determination of volume content of phases by x-ray diffraction and
image analysis; (4) Dynamic fracture toughness and compressive strength
determination; (5) Written report containing pertinent results (maximum
30 pages). Report must be written using MSWord version 6 or lower.
High-quality digitally scanned imagaes are acceptable for the report.
Three (3) hard copies and one electronic copy of the report shall be
sent to the Technical POC. It is the intent of the Government to award
a contract on a sole source basis to University of California, San
Diego, LaJolla, CA pursuant to FAR 6.302-1. The proposed contract
action is for materials characterization for which the government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within fifteen (15) days after date of
publication of this synopsis will be considered by the Government. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. Quotes may be faxed to (410)278-6522. All responsible
sources may submit a bid or proposal which will be considered by the
