TECHNOLOGY OPTIONS TO LEVARAGE AEROSPACE POWER IN OTHER THAN
CONVENTIONAL WAR SITUATIONS REQUEST FOR INFORMATION (RFI) The U.S. Air
Force is seeking information regarding technologies that can leverage
aerospace power in other than conventional war (OTCW) situations.
Interested respondents must reply to the SAB POC, Maj. Douglas Amon by
April 16, 1999. The Acting Secretary and the Chief of Staff of the Air
Force have tasked the USAF Scientific Advisory Board (SAB) to conduct
a Study in 1999 on this topic. The Air Force recognizes that the
country will increasingly be involved in non-traditional situations
where enemy or terrorist actions can be neutralized without resorting
to conventional weapons strikes. Innovative and creative technologies
and methods are sought that, while leveraging the inherent capability
of aerospace forces, can be useful to a joint force in these
situations. The SAB is especially interested in capabilities that can
be incorporated into the Air Force's present and future aircraft
inventory. The SAB Study Committee has broken into the following study
panels: Intelligence & Vigilance, Deployment & Sustainment, Non-Lethal
Effects, Lethal Effects, Training & Exercise, and Force Management.
This RFI will assist these panels in gathering information on perceived
capabilities and limitations for which aerospace power could offer new
or significantly improved approaches in OTCW situations. The Air Force
leadership is especially interested in innovative ideas, technologies,
or operational concepts leveraging existing aerospace forces. It would
be helpful for respondents to understand the role of the Air Force in
past, current, and projected other-than-war crises, the limitations of
current Air Force capabilities, and the vision for the future new
capabilities that may be required. Example areas of interest include:
Intelligence & Vigilance Sensor and information fusion technologies
Improved discrimination between hostile and friendly forces Deployment
and Sustainment Improvements to decrease rapid deployment
infrastructure requirements Rapid infrastructure buildup technologies
Non-Lethal Effects Non-lethal agents that might immobilize or hinder
movement Systems that can disrupt or disable enemy vehicles and
machines Encasing agents that would prevent immediate access (e.g., to
war materiels, weapons, etc.) Lethal Effects Precision weapon drop
systems Selectable yield conventional munitions Discrete sensor systems
with better than half-meter resolution, for weapons targeting Training
& Exercise Distributed training (e.g., over Internet) Virtual and
simulated training Force Management Communications improvements
Distributed information management Bandwidth management Data fusion
