Warfare Center Division Newport, Newport, Rhode Island requires
services to upgrade the following Environmental Temperature and
Humidity Test Chambers located at Newport, Rhode Island. This
procurement will be performed in accordance with Federal Acquisition
Regulation Part 13 -- Simplified Acquisition Procedures and FAR Part
12, Acquisition of Commercial Items. The services will require the
following: (1) Tenney Walk-In Chamber -- Install two new compressors,
service valves, oil separators, high stage accumulator and drier
cartridges and replace the R-13 and R-502 refrigerants with R-23 and
R-507 refrigerants. The Contractor will have to rebaseline the chamber
so that the chamber will reduce the internal temperature from ambient
to -90 degrees Fahrenheit in a period of two hours. A report will be
required describing the new baseline including the attainable
performance specifications based on the use of the new refrigerants and
including documentation as to the manufacturer'sspecification of any
major components that are replaced. (2) Vista Walk-In Chamber
VWTH-280-30-30 -- Replace the R-13 and R-502 refrigerants with R-23 and
R-507 refrigerants. The Contractor will have to rebaseline the chamber
so that the chamber will reduce the internal temperature from ambient
to -90 degrees Fahrenheit in a period of two hours. A report will be
required describing the new baseline including the attainable
performance specifications based on the use of the new refrigerants and
including documentation as to the manufacturer's specification of any
major components that are replaced. (3) Thermotron Walk-In Chamber
FX32-CHV-15-15 -- Replace the R-13 and R-502 refrigerants with R-23 and
R-507 refrigerants. The Contractor will have to rebaseline the chamber
so that the chamber will reduce the internal temperature from ambient
to -90 degrees Fahrenheit in a period of two hours. A report will be
required describing the new baseline including the attainable
performance specifications based on the use of the new refrigerants and
including documentation as to the manufacturer's specification of any
major components that are replaced. (4)Russell Walk-In Chamber
RD-30-3-3(DD) -- Replace the R-13 and R-502 refrigerants with R-23 and
R-507 refrigerants. The Contractor will have to rebaseline the chamber
so that the chamber will reduce the internal temperature from ambient
to -90 degrees Fahrenheit in a period of two hours. A report will be
required describing the new baseline including the attainable
performance specifications based on the use of the new refrigerants and
including documentation as to the manufacturer's specification of any
major components that are replaced. (5) Webber Walk-In Chamber
WF-40-6-73-100+250H -- Replace the R-13 and R-502 refrigerants with
R-23 and R-507 refrigerants The Contractor will have to rebaseline the
chamber so that the chamber will reduce the internal temperature from
ambient to -90 degrees Fahrenheit in a period of two hours. A report
will be required describing the new baseline including the attainable
performance specifications based on the use of the new refrigerants and
including documentation as to the manufacturer's specification of any
major components that are replaced. (6) Webber Walk-In Chamber
WF-315-100+350H -- Replace the R-13 and R-502 refrigerants with R-23
and R-507 refrigerants. The Contractor will have to rebaseline the
chamber so that the chamber will reduce the internal temperature from
ambient to -90 degrees Fahrenheit in a period of two hours. A report
will be required describing the new baseline including the attainable
performance specifications based on the use of the new refrigerants and
including documentation as to the manufacturer's specification of any
major components that are replaced. The Government will provide
containers for the collection of the old refrigerants and the old
refrigerants will be given to the Government for disposal. This effort
requires a strong working knowledge of Environmental Temperature
Humidity and Test Chambers and preferably for at least some of the Six
Environmental Temperature Humidity and Test Chambers stated because
the six Environmental Temperature Humidity and Test Chambers have been
modified at various times and the current Government specifications do
not reflect the most current baseline of the chambers. Improvisation
will be required. A site visit will be conducted if desired by any
offeror before any proposal is received. Hazardous material
requirements will have to be met. Evaluation factors will be: technical
capability, past performance (particularly as to actual work on the
chambers on base) and price. Award will be made based on low-cost,
technical capability. The effort is expected to require three (3)
months of effort. A written solicitation will be issued. The SIC Code
for this requirement is 5078. This acquisition is 100% set aside for
small business. It is anticipated that a Services type contract with
Firm Fixed Price (FFP)provisions will be awarded. Our department no
