R -- STATE PREVENTION NEEDS ASSESSMENT STUDIES: ALCOHOL AND OTHER DRUGS SOL 277-99-6041 DUE 042999 POC James A. Brandon, Contract Specialist, Mary Anne Glitz, Contracting Officer, (301) 443-4980. The Center for Substance Abuse Prevention (CSAP), within the Substance Abuse and Mental Health Services Administration (SAMHSA), intends to negotiate multiple sole source contracts with Alcohol and Drugs Abuse Agencies for the States and Jurisdictions of the United States who are recipients of substance Abuse Treatment and Prevention Block Grants, to develop and conduct a family of state demand/needs assessment studies. It is anticipated that the Government will award approximately four (4) to eight (8) contracts of three years duration each during fiscal years 1999, 2000, 2001, and 2002. The RFP will be limited to those states which have not yet received Needs Assessment Contracts. The methodologies to be employed by the states in their family of studies will be identified through a consensual approach. Successful offerors must demonstrate the availability of a group of highly skilled analysts in the areas of epidemiology, social demography, economics, addition medicine, and statistics cs to conduct these studies, and extensive State-wide and Community-wide need estimation projects. The plan must describe the studies to be developed, and provide an outline of required resources and staff responsibilities for accomplishing them. The successful contractor will develop detailed protocols for each study. Upon completion of the survey field work and other analytical tasks, findings on the prevalence and incidence of the core variables, and the special variables of interest shall be developed. States shall submit an annual report summarizing the studies completed to date and their findings. This acquisition is being issued pursuant to the authority of 41 U.S.C. 253(c)(1) -- Only One Responsible Source. A Request for Proposal package will be issued to each state and jurisdiction eligible for award, and they need not request a copy. The estimated date for issuance of the RFP is March 18, 1999, with a response date of 40 days from the issuance date. Requests for copies of the RFP must be sent to James A.
